To achieve this objective the project will support targeted investments to remove critical constraints, improve productivity and build organizational and institutional capacities, both private and public, along the value chains of the targeted commodities. In particular, the project will: (i) rehabilitate irrigation infrastructure to enhance the resilience of agricultural production systems to climate change-induced weather shocks inselected areas; (ii) rehabilitate/build commercial post-harvest infrastructure to facilitate processing and marketing of agricultural products (iii) support strengthening of the technical, institutional, managerial and marketing capacities of smallholders and their organizations, as well as other stakeholders involved in agricultural production and value chains, to more effectively operate ina market-driven environment; and (iv) provide institutional-strengthening support to improve the governance of Gambia National Agricultural Investment Plan. The selected value chains are rice and horticulture (vegetables), for which accessible markets exist andproductivity gains are achievable through adoption of proven technologies. All the PDO indicators derive from activities related to farm output. The yield target for rice (4 tons/ha) has already been achieved, and with yields averaging 4.5 tons/ha, the total rehabilitated rice fields of 2500 ha will yield at least 61,000 tons (against a target of 40,000 tons) of rice by the end f the project. The first harvest of vegetables recorded in April-May showed that the yields of 25 tons/ha could not be achieved. This shortfall is due to the fact that the crop mix on which the appraisal yield estimate was based turned out to be different from the lighter crop mix that has been planted. The yield target will be revised to 15 tons/ha, and total production to 3000 tons, instead of 20,000 tons. These new targets will be reflected in the in the Restructured project. The start of the vegetable production will add at least 26,000 beneficiaries to the current number of 24,000 beneficiaries. The delay in the execution of the works pertaining to the installation of the drip irrigation systems in the vegetable gardens delayed the start of production phase. The first output of the vegetable gardens reached the market in April. All 21 gardens will be productive in the wet season of 2018. The rehabilitation of the remaining 358 hectares of rice fields will be completed by June 30, 2018. The MTR found out that the project has a shortfall of the project financial resources close to $1.5 million resulting from cost overrun on the 21 vegetable gardens and loss of exchange rate fluctuation. The government had agreed to cover this in tranches and the first tranche of about $641,000 is being processed. These resources will finance training, and environmental and social safeguards and associated mitigation measures, if any, M&E, and the final financial audit and project completion reportIn any case, the remaining activities related to the PDO indicators do not require direct additional investments. Consequently, the resource shortfall will have little adverse impact on the achievement of these indicators. Implementation capacity: The size of the PIU was kept purposefully small so that it can rely on other government departments and agencies to perform specialized tasks (e.g. soil and water management in irrigated farming, vegetable farming, environmental management, etc.). While this arrangement increases flexibility and cost-effectiveness, loosely structured work programs and performance monitoring hinder its effectiveness on the ground. Resolving this shortcoming through better and carefully monitored contractual arrangements, including written work agreements and benchmark results would help to improve the performance of these partner implementation agencies. It was agreed that the PIU will integrate these improvements in future annual work programs of the project. Project Restructuring: The project has been restructured to reflect the changes that occurred in the allocation of the funds between components and the associated activities, output mix and result
