Overall the project is progressing well. Construction of grade separation facilities at three critical intersections under the additional financing loan are underway (Mucharafieh and Dekwaneh) or being launched (Jal El Dib). The implementation pace has slowed down since the last supervision mission in April 2011due mainly (i) to the lack of funds for the expropriations at two locations, at Dekwaneh roundabout in particular where the contract has been awarded and at Galeries Semaan to enable the launch of the procurement process for the planned works; and (ii) the Jal El Dib municipality objection to the launch of the awarded works at the Jal El Dib Public Disclosure Copy intersection on the Coastal Highway. These aspects are being addressed by CDR. Corridor Improvement Program. Ten intersections (overpasses and underpasses) are completed and open to traffic. Three intersections under construction and two are being awarded. Traffic Management Program. Satisfactory results on: (i) the successful first full year of operation of the On-street Paid Parking system after the installation of 735 Paid and Display Parking-meters (200 more are underway); and (iii) the traffic control lights at 200 intersections along with CCTV cameras connected to the now equipped, staffed and operational Traffic Control Center (TCC). Due to the delayed effectiveness of the additional financing loan due to prolonged Parliament recess in 2009, particularly the loss of a substantive part of the agreed retroactive financing and delayed commitments for planned activities, the government has submitted a request for extending the Loan closing date from December 31, 2011 to December 30, 2013 and to reallocate the loan proceeds.
