The Project was designed to provide an emergency Income Support Allowance (ISA) to workers whose incomes were affected by the COVID-19 pandemic, as well as to strengthen social safety net programs and delivery systems to improve future disaster readiness. In terms of the ISA program, the project has already exceeded the original objectives and targets, as well as the revised targets established when the project was scaled up through Additional Financing (AF) in February 2021. The mission commends the government on its outstanding achievement, reviewing and processing over 100,000 applications over 9 months. The project has significantly mitigated the impact of the COVID-19 pandemic in Maldives. Component 1: The ISA program successfully completed payments for April-September 2020, and AF of $21.6 million signed in February made it possible to extend the ISA program to December. Final applications for the December 2020 payment are now being processed. Since April 2020, the Project has disbursed approximately MVR 421.3 million ($27.3 million) in financial support to eligible workers through the Income Support 4/27/2021 Page 1 of 7 The World Bank Implementation Status & Results Report COVID-19 Emergency Income Support Project (P174014) Allowance (ISA) program. Overall, 22,860 individuals have received support between April and September or are pending receipt of payments, of which 8,798 are women and 6,182 female self-employed workers. Component 2: Contracting of consultants for the Component 2 activities is still in progress, although three of the consultancies have been awarded and the contracts are expected to be signed this week. A fourth consultancy has been readvertised as previous advertisements failed to attract suitable applications, and another consultancy to support the drafting of the new Unemployment Insurance program was approved by the World Bank and is to be contracted. The mission emphasized the need to expedite work on these consultancies, and to ensure all stakeholders are engaged to avoid overlaps and duplication of effort.
