By the end of May, 2013, phase I of the project is completed and the overall progress rate for the overall project exceeds 90%. The first ten contract segments, totaling about 61km, were completed and opened to traffic on September 29, 2012. The recent supervision confirmed the good quality of work with excellent roughness indicators and ancillary facilities. The institutional strengthening component under the project is also progressing well, with two studies completed and the third one near completion. The innovative environmental compliance framework under the project continues to demonstrate effectiveness. As a result, the environmental awareness in the project has increased and a higher environmental performance standard has been ensured. It is impressive to observe a project of such complexity and environmental sensitivity has achieved great level of environmental protection and effective management. There are no outstanding safeguards, financial management or procurement issues, and there are no outstanding audits. The project is expected to achieve its development objectives.
