FY10 Summary During the Quarter ending on June 30, 2010, the status of grant activities within the AHI Facility are summarized as follows: A single grant in the amount of $300,000 was approved to support the implementation and administration of Nicaragua's national plan for the prevention and response to A/H1N1 human influenza; this approval increased the total value of approvals since the inception of the AHI Facility to $94 million, representing a total of 50 grants, excluding one grant that was cancelled; 21 grants have been closed, including one small Bankexecuted grant, and two approved grants await signature; hence, the number of currently active grants is reduced to 27; Total disbursements (i.e., transfers to recipients) rose to $44 million, or 46.8% of total grant approvals, which compares with $40 million, or 42.8% three months ago; In spite of diminished expectations of new resources, the grant pipeline remains basically unchanged from three months ago; within the short timeframe remaining for the relevant window of the Facility, the Africa region is fully funded, but the Latin America & Caribbean and Middle East & North Africa regions are underfunded by $3.4 and $1.3 million, which is a reduction from $3.9 and $4.2 million, respectively, previously reported. Table 1compares these yearend outcomes for FY10 (i.e., the year ending on June 30, 2010) with corresponding annual indicators for the previous three years of Facility operation. The accelerating trends for annual disbursements and disbursement rates are clear. It is also clear that, to reach the desired end point of nearly 100% disbursement and grant closures status, the completion dates of certain trust funds that comprise the Facility will need to be extended, even if new grants are not approved in FY11. While all 27 active grants are nominally scheduled to close during FY11, delays in implementation are likely to necessitate extensions of the closing dates for some of the grants. Donor Contributions Table 2 shows the status of donor pledges and contributions. Both remained unchanged from the previous Quarterly Report. Donor resources projected to be available, net of administration fees, and donor contributions received also remained unchanged at $110.6 million and $120.7 million, respectively. Grant Approvals & Pipeline Tables 1 & 2 of Annex 1 present the status of all approved grants, as well as the reflows realized to date from closed or cancelled grants. The cumulative value of approvals equals $94.0 million, while the cumulative reflows from closed and cancelled grants total slightly less than $1.2 million. There are certain to be additional reflows from some of the 15 grants closed during FY10. For example, reflows from the already closed Afghanistan and Indonesia grants will together return about $11.6 million to the Facility's East and South Asia trust fund "window". In view of this, and the expected implementation rate of grants approved during FY09 and FY10, the Facility Administrator decided to request the European Commission to extend the completion dates of its five trust funds. This request is currently under consideration with the Commission. In total, 21 of the 50 approved grants have been closed. Two of the 29 grants under implementation, Morocco and Nicaragua, however, await grant signature, and another three, Mexico, Regional South Asia (SAR) and Syria, are yet to commence disbursements. Chart 1 in Annex 2 gives a piechart representation of how total approvals are regionally distributed. As in previous Quarterly Reports, a detailed grant pipeline is presented in Annex 3. Although the submission of project proposals for five new grants for the Africa region was anticipated, the only one currently pending is for Benin. An earlier submission for Liberia was recently withdrawn, and the prospect for the receipt of new submissions from Africa is remote, as the completion date of the 3 Facility's multidonor trust fund is now only 18 months away and the implementation timeframe would thus be unrealistically short. During the reporting period, the Europe & Central Asia region experienced a renewal of growth in pipeline demand. This was reflected in the development of a draft proposal for regional training in animal and human epidemiology, which is estimated to require some $4.7 million. If approved, this initiative would be very similar to that currently being conducted within the South Asia region. The two regions that had previously exhibited the strongest growth, the Latin America & Caribbean and Middle East & North Africa regions, saw a reduction in pipeline requirements, which is attributable to the fact that new resources will not materialize before the multidonor trust fund must be closed. The unsatisfied demand for these regions is now reduced to $3.4 and $0.8 million, respectively Table 3 summarizes the pipeline requirements for each region against the expected availability of resources. For reasons just stated, the total net deficit is $4.2 million, a reduction from the $8.1 million, reported three months ago. It should be pointed out that reflows were taken into account by adding them to the "Resources Available" column, rather than subtracting from the "Approved Grants" column. Grant Disbursements & Implementation The overall disbursement rate has increased in value to 46.8%, an increase over the 42.8% figure achieve three months ago and the 34.7% figure six months ago. This is approaching, albeit still below, the 50% level projected in the last Report. The Facility Administrator is closely monitoring the apparent instances of unduly slow implementation, and, as warranted, will take corrective action, including the termination of grants that have been slowdisbursing over several reporting 4 periods. Especially targeted will be the standalone grants, since they can avoid the coordination issues as associated with cofinancing. Charts 2 and 3 of Annex 2 are graphical updates to the disbursement information presented in previous Reports. The Europe & Central Asia region continues to enjoy the highest disbursement achievement rate of 93.1%, a rise from the 91.9% reported three months ago. The Latin America & Caribbean region continues to exhibit the lowest performing rate at 19.3%. The South Asia region has also fallen behind at 24.7%, and the East Asia & Pacific region at 40.8% is still below the overall global average. When Afghanistan and Indonesia are removed from the calculation, the respective rates are improved only slightly to 30.6% and 46.7%. The rates for the Middle East & North Africa region continued to register a slight improvement to 51.2%, even though Syria and Morocco are yet to see their first disbursement. The next Quarterly Report, which covers the threemonth period ending September 30, 2010, will include a robust analysis of the implementation status of each grant. The task team leaders of all active grants will be requested to respond to questions linked to the recently developed results framework, initially presented at the 7th Meeting of the Advisory Board last April.
