Amendment No. 3 to the Administration Agreement between the Swiss Agency for Development and
Cooperation and the International Bank for Reconstruction and Development and the International
Development Association regarding the Albania Second Multi-Donor Trust Fund for Capacity Building
Support to Implement the Integrated Planning System (IPS) 2
(Original Account No. TFO 71824 and Parallel Account No. TFO72577)
1.    Reference is made to: (a) the Administration Agreement between the Swiss Agency for
Development and Cooperation (the "Donor") and the International Bank for Reconstruction and
Development and the International Development Association (collectively, the "Bank") regarding the
Albania Second Multi-Donor Trust Fund for Capacity Building Support to Implement the Integrated
Planning System (IPS) 2 (TF071824) (the "Original Account") effective as of December 22, 2011, as
amended (the "Administration Agreement"); and (b) the Supplemental Agreement between the Donor and
the Bank regarding the Albania Second Multi-Donor Trust Fund for Capacity Building Support to
Implement the Integrated Planning System (IPS 2) (TF072577) (the "Parallel Account") effective as of
April 12, 2016 (the "Supplemental Agreement").
2.     The Donor and the Bank agree to the following amendment to the Administration Agreement:
(a)    Section 8.1 of Annex 2 shall be deleted and replaced with the following:
"8.1  It is expected that the Contributions will be fully disbursed by the Bank by
December 31, 2019. The Bank shall only disburse Contributions for the purposes of this
Agreement after such date with the written approval of the Donors."
This amendment shall also apply to the Parallel Account.
3.     All other terms of the Administration Agreement shall remain the same.
4.     The Bank shall disclose this Amendment in accordance with the Bank's Policy on Access to
Information. By entering into this Amendment, the Donor consents to such disclosure.
5.     Each of the Donor and the Bank represents, by confirming its agreement below, that it is authorized
to enter into this Amendment and act in accordance with these terms and conditions. The Donor and the
Bank are requested to sign and date this Amendment, and upon possession by the Bank of this fully signed
Amendment, this Amendment shall become effective as of the date of the last signature, provided that any
relevant amendments to existing administration agreements between the Bank and other donors have
become effective.
