This connectivity transaction alone comprises more than 50% of total project costs. The project is showing steady progress with some components' activities approaching 100% completion such as (i) the development of the Public Sector ICT policy - the draft report is currently reviewed by the Public Disclosure Copy Government, and the National ICT policy - public consultations to be completed, and (ii) the ICT legislation subcomponent is moving forward with the submission of the revised Communications Bill (to MACRA) and the drafting of the e-legislative framework under the office of the President. The last mile connectivity initiative allowed the provision of Internet connectivity and equipment to 15 (out of 100) educational establishments under Phase I (with contracts of about $450,000), and procurement process of Phase II activities is underway. The launch of the regional connectivity public tender is now at its second stage - after the completion of the detailed feasibility study in August 2011 – which confirmed the proposed structure of the PPP and provided a financial analysis showing that the PPP structure is economically and financially justified. The last stage being the final network implementation and service provision. Mozambique: As of November 5, 2012, the disbursement was at $12.8 m (representing 39% of the total credit). Since project effectiveness, the main activities have been the award of the third mobile license: Movitel has now launched commercial service with a strong rural focus, and has rolled out an extensive fiber network which is likely to contribute significantly to the lowering of the communication costs, especially internet, across the country. Through the purchase of telecom capacity, in particular the IRU capacity purchase, the project has doubled the amount of capacity available to Government. A number of Community Multimedia Centers (CMCs) are now up and running. The project has also purchased Microsoft licenses for government, achieving significant costs savings. After a slow startup of the regulatory and telecom related activities, these are now well underway. There are delays in the establishment of MozIX, and the establishment of the incubator just suffered a setback with cancellation of the main tender. One of the major milestones coming up is the development of cost models for backbone (and other) which will enable MCT to use project funds to purchase national capacity for universities, government agencies, schools, etc. Tanzania: The Mid Term Review was completed in June 2012. The e-Government Agency has been established and is taking over responsibility for the implementation of the e- Government component. After the unsuccessful bidding for the universal access pilot, a top global expert was hired to help re-design it, and the revised design and the first tender were launched in early October. The survey and design of the Government Network were completed, and the bidding documents have been submitted. The disbursement rate is at 9% and is expected to reach 15-20% by the end of the current FY. The commitment rate is about 15% and is expected to reach 40-50% by the end of the FY. In addition, the project has contributed to the successful implementation of the National ICT Broadband Backbone financed by the Government of China (about US$200 million) by financing part of the supervision cost on the Government’s side, which enabled the project to have major positive effects, with the backbone is successfully implemented, all operators having open access to it, and the prices having dropped by over 90%.
