Summary Description of Proposed Project [including overview of Country, Sectoral & Institutional Contexts and Relationship to CPF] The South Africa Government recognizes that any future interventions need to be based on a thorough analysis of causes, extent and sources. South Africa DEFF has demonstrated competencies in several areas of AQM planning, but would benefit from targeted support in other areas where they are striving to achieve and maintain international Nov 15, 2019 Page 2 of 7 The World Bank South Africa-Air Quality Management in the Greater Johannesburg Area (P170743) good/best practice. The PMEH supports activities which will enable DEFF in the longer run to link progress in other areas of sustainable development (e.g. NDCs, climate finance, energy efficiency investments, etc.) to broader public health benefits and labor productivity. This will leave them in a better position to accomplish a comprehensive AQMP approach by 2020 and beyond. The following four themes of the PMEH engagement in South Africa will contribute to accomplishing the goal of a full-scale AQMP: (1) Enhance AQ monitoring networks in the Greater Johannesburg Metropolitan Area (GJMA) (for future replication across Republic of South Africa) including the monitoring of GHG and SLCPs; (2) Enable source apportionment analysis and contribution assessment; (3) Establish capacity for receptor modeling and contribution assessment; (4) Enhance the capacity of Republic of South Africa to undertake AQM program planning. This specific RETF (complementing PMEH BETF in South Africa) will support procurement of the following Air Quality (AQ) monitoring equipment and services to support the development of updated AQM plans for the GJMA (including Johannesburg, Tshwane, and Ekurhuleni regions): (a) AQ Monitoring equipment which will be necessary to repair/replace/upgrade routine measurements in DEFF’s GJMA AQ monitoring network. These include additional ozone, fine particle and black carbon monitors as well as meteorological instruments, data loggers, data acquisition equipment and software; (b) Source Apportionment Monitoring Equipment and Supplies, including sequential samplers, filter cassettes and holders and other supplies as well as meteorological measurement equipment and flowmeters; and (3) Analytical instruments, calibration and other standards, associated laboratory equipment and other consumables and laboratory supplies. D. Environmental and Social Overview Public Disclosure D.1. Project location(s) and salient characteristics relevant to the ES assessment [geographic, environmental, social] The project will be implemented in the urban area within Greater Johannesburg. Support to Air Quality Management Plan includes no infrastructure works, but requires purchasing of specialized equipment (and provision of supporting services) to provide data relevant to the development of AQMP to the Department of Environment, Forestry and Fisheries (DEFF). D. 2. Borrower’s Institutional Capacity South Africa DEFF is an agency whose primary mandate is protection, conservation and improvement of the South African environment and natural resources. DEFF has adequate human capacity resources to screen, to identify and avoid or mitigate environmental and social risks. However, the ESCP will need to include a requirement to identify and appoint internal resources to adequately screen, monitor and managed any risks and impacts of these activities. The DEFF does have experience from implementing World Bank projects under the safeguards policy, however, it lacks experience from applying the ESF as it is a new policy. As the project is expected to have no or limited impacts, awareness training proportionate to the project will be provide the DEFF during the launching of the project. II. SCREENING OF POTENTIAL ENVIRONMENTAL AND SOCIAL (ES) RISKS AND IMPACTS A. Environmental and Social Risk Classification (ESRC) Low Environmental Risk Rating Low Nov 15, 2019 Page 3 of 7 The World Bank South Africa-Air Quality Management in the Greater Johannesburg Area (P170743) The project will have minimal physical footprint, the DEFF will purchase equipment to support AQM planning and install it within its premises or premises of a selected university lab. The equipment is expected to be utilized for the duration of the project with no notable waste generated during its use. Social Risk Rating Low The social risk rating for the project is classified as low under the World Bank ESF based on the nature of the activities which are in form of purchasing equipment that will be installed within its premises or premises of a selected university lab. As such, no land acquisition or restriction of access to resources will be required. The potential social risks and impacts are concerning; ESS2, labor conditions and occupational health and safety as the project will engage technical staff and consultants for the project as well as for the installation of the equipment; and ESS10 due to the requirement to undertake consultations during project preparation and implementation. B. Environment and Social Standards (ESSs) that Apply to the Activities Being Considered B.1. General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: This standard has been assessed as relevant to the project. The expected environmental and social impacts of the project will be positive, while potential risks and impacts are expected to be low. The following potential limited risks and impacts have been identified; environmental and social risk management capacity, lack of stakeholder engagement, labor conditions and occupational health and safety and minimal levels of air pollution during the Public Disclosure installation of the receptors. The proposed mitigation measures relevant to the installation and operation of the equipment include a wire- meshed perimeter fence that should be installed to prevent vandalism; a safe-work procedure for operations and activities should be established. The project preparation and implementation will be accompanied by stakeholder engagement activities described in a Stakeholder Engagement Plan (SEP). Areas where “Use of Borrower Framework” is being considered: Use of Borrower Framework is not being considered. ESS10 Stakeholder Engagement and Information Disclosure This standard has been assessed as relevant to the project. The DEFF is already running awareness programs in priority areas of Johannesburg and Ekurhuleni while the city of Tshwane is running an awareness program mostly focused on schools. The awareness programs focus mainly on educating civil society and businesses about air pollution, the effects of vehicle emissions on air quality; environmental rights of the residents to a safe and healthy environment and measures that can be taken when these rights are violated. Since stakeholder engagement is a legal requirement in South Africa for AQMPs, DEFF will organize key stakeholders into a local coordination team and then produce materials for public outreach and stakeholder engagement around community meetings that involve all stakeholders. Coordinated by DEFF, a close collaboration is planned between National Department of Health (DOH), South African Medical Research Council (MRC), South African Weather Service (SAWS), North-West University (NWU) and relevant implementing and research departments from transport (vehicle emissions), agriculture, forestry and Nov 15, 2019 Page 4 of 7 The World Bank South Africa-Air Quality Management in the Greater Johannesburg Area (P170743) fisheries (biomass, agricultural residue burning, formation of secondary PM from NH3 fertilizers and animal husbandry), trade and industry (industrial emissions), mining and energy (emissions from mining, power plants, residential fuel burning), Council for Scientific and Industrial Research (CSIR), South African National Biodiversity Institute (SANBI), and others. B.2. Specific Risks and Impacts A brief description of the potential environmental and social risks and impacts relevant to the Project. ESS2 Labor and Working Conditions This standards has been assessed as relevant as the project will require for DEFF staff and consultants to be engaged under the project. As part of the due diligence process, DEFF Labor Management Procedures (LMP) will be reviewed and will apply to all project staff and consultants, if any gaps are identified through the review such gaps will be addressed in the ESCP. Physical works contracts are not required for the implementation of project activities, any expected works will be limited to unloading equipment and if necessary installing a net fence around the equipment location (an est. 2 technicians required for the job). A Code of Conduct will be prepared for and signed by all project staff and consultants. ESS3 Resource Efficiency and Pollution Prevention and Management This standard is assessed as relevant to the project. Minimal levels of air pollution may be generated during installation and use of AQM equipment. This risk should be avoided by ensuring equipment installation locations have Public Disclosure a proper ventilation system in place. The Bank will request the Recipient to include respective provisions in the operations manual. ESS4 Community Health and Safety This standard is assessed as not relevant to the project. Minor works for the installation of AQMP equipment will be undertaken within existing premises and will be of a very small scale. No impact on communities is expected to be caused by these activities. ESS5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement This standard is assessed as not relevant to the project. The project activities will not require private land acquisition, will not restrict use of the private property or cause any other type of involuntary resettlement. ESS6 Biodiversity Conservation and Sustainable Management of Living Natural Resources This standard is assessed as not relevant to the project. Project-supported activities will not affect biodiversity and living natural resources. In an unlikely case of DEFF premises are being listed among historic structures of South Africa, the OM will require to exclude any activities that may affect such buildings. No other financing partners will participate in the project. B.
