51086 STATUS OF PROJECTS IN EXECUTION ­ FY09 SOPE LATIN AMERICA AND THE CARIBBEAN REGION COUNTRY: DOMINICAN REPUBLIC Operations Policy and Country Services OCTOBER 02, 2009 Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, 2009. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. However, due to the fact that the Project started around 18 months after the original effectiveness date (April 2004) because of delays in Congress approval and to the need of making two amendments at the beginning of the implementation period, the The project was restructured, or Borrower requested a Project extension in order to fulfill the received Additional Financing during development objectives. The discussions on the Project FY09: amendments were held the last quarter of FY08 and first quarter of FY09 and the closing date was extended. The Project amendments are of second order category (changes which do not significantly affect the project development objectives or associated outcome targets). The objectives are to (a) strengthen the institutional capacity of Project development objective(s): the monetary authorities and (b) strengthen the institutional capacity of the financial regulatory agencies. With respect to the progress toward achieving the PDOs, the objective of strengthening the institutional capacity of the monetary authorities made a significant step with the Congress approval of the Central Bank's Recapitalization Law that will be implemented over the next ten years. Also, the Monetary and Financial Authorities are preparing additional amendments to Monetary and Financial Law, whose previous draft was withdrawn from the Congress given the international financial crisis. The Authorities considered important to include both lessons on regulation and supervision from the crisis and the Progress toward achieving recommendations from the 2009 FSAP. During the last FY, the development objective(s): objective of strengthening the institutional capacity of the financial regulatory agencies has been moderately met (with the exception of the Superintendence of Insurance that decline of participating of the Project). The latter mainly due to the fact that implementing agencies were holding the execution of their procurement plans until the Project restructuring and related amendments are done, which would allow them to apply the new country financing parameters already approved in the 2007 CAS. After the Project restructuring, it is expected that implementing agencies resume the normal path of their programmed activities in the first quarter of FY10. Despite a slow start in the implementation of the main component-expansion of the Youth Employment Program, which was caused by insufficient resources allocated in the national budget, in 2009 the project recovered some of the delays and commenced with the training of about 14,000 at- risk youth or 39% of the overall target of 32,000 youth. An impact evaluation to measure the impact of the program on employment, earnings, and risky behavior is in the stage of selecting a firm to carry out the data collection. To address the challenges posed by the financial crisis on employment and Progress toward achieving earning the government requested the World Bank assistance development objective(s): to design and pilot a public works scheme for young workers who lost their jobs.
