Second Amendment to the disbursement letter dated April 19, 2017
Additional Instructions: Disbursement
Excellency:
I refer to the Grant Agreement between the International Development Association (the "World Bank")
acting as administrator of the Global Facility for Disaster Reduction and Recovery Trust Fund
("GFDRR") and the Democratic Republic of Congo (the "Recipient") dated April 19, 2017 (the
"Agreement"). The Agreement provides that the World Bank may issue additional instructions
regarding the withdrawal of the proceeds of Grant No TF0A4379 ("Grant"). I also refer to the
Disbursement Letter dated April 19, 2017 and its first restatement dated February 8, 2018.
These Disbursement Letters shall be amended as set forth in this letter (the "2nd Amendment") to
(i) increase the ceiling of the Designated Account (DA-F) and (ii) to include instructions for the
management of the CERC category as follows:
Ceiling (subsection 6.1): DA-F: Variable
- USD 1,000,000
-  Category 2: up to 100% of the amount allocated as approved by the Bank
Other Instructions: Disbursements under Category 2 of Section IV.A of Schedule 2 of the Grant
Agreement (Part 4 (b) of the Project - Contingent Emergency Response Component (CERC)) will
be subject to the conditions precedent to accessing the CERC funds pursuant Section IV.B. 1(b) of
Schedule 2 to the Grant Agreement . Disbursements under this component will follow procedures
described in the CERC Manual including supporting documentation. In order to provide necessary
liquidity for fast response, the ceiling of the Advance under the CERC could be up to 100% of the
amount allocated to the CERC category.


All other instructions and attachments of the Disbursement Letter dated April 19, 2017 and its
first restatement dated February 8, 2018 which are not expressly modified in accordance with this letter,
shall remain in force and effect.
