Multiple changes have taken place to strengthen the Disaster Risk Management framework. First, as a result of a Cabinet restructuring process, the DRDM, previously a Division within the Ministry of Environment, Energy and Climate Change became a Department in 2016. The process to transform the DRDM into a National Agency and modify the 2014 DRM Act is ongoing. DRDM reported progress on the formulation of the DRM Bill as an urgent priority since this would provide a stronger mandate for a comprehensive DRM agenda. The Bill should be ready for validation and Cabinet discussion by June 2018. In the context of strengthening the institutional and legal framework for DRM, a road map for district contingency planning with accompanied training has been developed. This will inform the contingency plans of the five pilot districts and help in moving forward to meet the set target of 2020. Between 2014-2018, DRDM successfully conducted a set annual drills and exercises and various education and awareness materials. The update for the health sector contingency plan is still under implementation. The epidemic response plan and the preparation of a disease vector control plan was updated to include plague mitigation activities. The National Contingency Plan is under development. The priorities identified for the coming months include: (i) finalizing the National Contingency Plan, (ii) updating the Tourism Contingency Plan, and (iii) updating the elaboration of the Hazmat Contingency Plan which will complement the National Oil Spill Contingency Plan (NOSCP). The National Geospatial Working Group, which encompasses 14 different institutions, established as a geospatial risk data sharing platform, has been preparing a working program to strengthen the data sharing platform. Priorities include: (i) advancing in the establishment of a National Spatial Data Infrastructure (NSDI); (ii) drafting a spatial data sharing policy paper; and (iii) advancing on training for drone mapping. Related to integrating risk reduction into development planning, DRDM is committed to further strengthen the decision-making process related to integrating risk reduction into development planning strategies. Several Ministries have made important advances, including: (i) under the Ministry of Environment, Energy and Climate Change (MEECC), the flood and coastal erosion master plan; and (ii) under the Ministry of Habitat, Infrastructures and Land Transport (MHILT), is including in Project approval a concept from DRDM and Ministry of environment; (iii) Ministry of Education and Human Resources Development (MEHRD): has made advances in including DRM in the Education Sector Medium-Term Strategic Plan 2013-2017, and in the curricula; (iv) under the Ministry of Health and Social Affairs (MHSA) has formulated the Seychelles national health strategic plan 2016- 2020, and conducted preliminary safe hospitals assessments; (v) under the Ministry of Tourism, has generated guidelines for disaster preparedness. A District Emergency Response Standard Operating Procedure (SOP) has been drafted by DRDM and will be discussed with the Ministry of Home Affairs and Local Government (MHALG). For the following three years, the target for district protocols for preparedness and response will be maintained at five, and is expected to be reached. To help achieve this target, a road map and timeline to review and update the Districts protocols were defined during a multi-stakeholder workshop on April 11, 2018, in collaboration with District Administrators and Regional Coordinators. The Bank team also recommended conducting a Table Top Exercise (TTX) to evaluate the Contingency Plans of the five Districts that were prioritized by the PS of MHALG, followed by a Lessons Learned Exercises (LLE) with a tracking and improvement plan that includes clear accountabilities and timelines for required improvements. A Joint External Evaluation (JEE) for pandemic management was recently conducted in coordination with WHO. Priorities identified by the group during the mission, include: (i) advancing in the establishment of a National Spatial Data Infrastructure (NSDI); (ii) drafting a National Spatial Data policy (for which the bank team agreed to review and provide advice) and; (ii) advancing training for drone mapping. In addition, a successful training on drone observation and GIS risk data sharing platforms was organized by the Bank and attended by 34 different Government and non-Governmental agencies. As a result, a road map for future Open Data work (i.e. exposure data, river maps) was defined. Following the drone training, the expert team used the drone technology to produce new imagery of a large number of critical coastal areas on Mahé and La Digue, which will be shared with the Government upon completion. Activities include: (i) under the Ministry of Environment, Energy and Climate Change (MEECC), a drainage master plan has been developed, and a roadmap toward the development of a national Coastal Management Plan was developed - which will be closely linked to the Marine Spatial Plan (MSP) and land use planning policies - to outline potential interventions to reduce impacts of coastal erosion and flooding in hotspots as identified by MEECC. Potential interventions include coral reef restoration, coastal embankments and drainage works. In addition, priorities for urban drainage and flooding were discussed. MEECC specifically requested Bank support to identify solutions for the frequent flooding of the main road along the International Airport. It was agreed that close coordination will be pursued between the World Bank, GCCA+, UNDP and other partners; (ii) under the Ministry of Habitat, Infrastructures and Land Transport (MHILT), the Victoria Master Plan was developed and DRDM will contribute to the decision-making process of project approvals; moving forward, spatializing the plan and promoting the inclusion of risk information for District Land Use Plans has been proposed; (iii) under the Ministry of Education and Human Resources Development (MEHRD), the Education Sector Medium-Term Strategic Plan 2013-2017, currently being updated, is already integrating DRM as a key pillar; moving forward, the identification and mapping of the school infrastructure in relation to hazards has been proposed; (iv) under the Ministry of Health and Social Affairs (MHSA), the National Health Strategic Plan 2016-2020 was developed; moving forward, the mapping of health centers and storage facilities has been proposed; and (v) under Ministry of Tourism, the mapping of existing key tourism infrastructure and the description of levels of exposure to hazards will be carried out. In addition, the Ministry of Fisheries and Agriculture has developed a national Climate Smart Agriculture Investment Framework (CSAIF 2015 – 2020).
