Summary During the quarter ending on December 31, 2010: Four new grants were approved, worth a total of $8.1 million, bringing the cumulative value of approvals to $102.1 million; A grant of $0.9 million for Morocco, approved in 2009, was signed on October 6, 2010; Two regional grants are under preparation, one for Eastern European countries, and one for Southern Cone countries in the Latin American/Caribbean region; No grants closed; Five grants, totaling $22.3 million, previously scheduled to be closed, were extended; and Total disbursements increased to $55 million (54 percent of total grant approvals), from $48 million at the end of September 2010. II. Donor Contributions 1. Donor pledges and contributions remained unchanged from the previous Report. Donor contributions received remained unchanged at $110.6 million. III. Grant approvals and pipeline 2. The tables in Annex 1 present the status of all approved grants, as well as the reflows realized to date from closed or canceled grants. The cumulative value of approvals equals $102.1 million, while the cumulative reflows from closed and canceled grants total $14.3 million. In total, twenty-one out of fifty-four approved grants have closed. 3. Four grants were approved in the quarter: A second-phase regional grant in the Middle East and North Africa, of $0.3 million, to the Middle East Consortium on Infectious Disease Surveillance (MECIDS), for Sub-Regional Avian and Pandemic Influenza Preparedness, was approved on October 7, 2010; A regional grant in Europe and Central Asia, of $3.0 million, for One Health project, was approved on November 15, 2010; A grant for Colombia, of $0.9 million, was approved on December 2, 2010; and 3 A regional grant in South Asia, of $3.9 million, for epidemiological training, was approved on December 9, 2010. 4. In addition, a grant of $0.9 million for Morocco, approved in 2009, was signed on October 6, 2010. 5. Five grants previously scheduled (as of the last Report, for the quarter ending September 30, 2010) to close in the quarter, have extended their closure dates. The new closure dates are: Vietnam, and West Bank and Gaza, June 30, 2011; China, and Mongolia, November 30, 2011; Kyrgyz Republic, December 31, 2011. 6. Two regional grants are under preparation, one strengthening surveillance and response in the Southern Cone countries of South America, and one for training and technology in Eastern European countries. 7. A detailed grant pipeline is presented in Annex 3. IV. Grant Disbursements 8. The cumulative disbursement percentage stood at 54.1% on September 30, 2010, $55.2 million out of grant approvals (net of 5% administration fee) of $102.1 million. At the end of September, according to the last Report, the cumulative percentage was 50.8%, $47.8 million out of the total approved through that quarter, $94.0 million. 9. The four grants approved in the quarter await grant signature. Of the remaining twenty-nine grants that have not closed, four (Mexico, Morocco, Nicaragua, and Syria) have not yet begun disbursement. 10. Seven additional grants (in Belize, Bhutan, Egypt, Honduras, Laos, Sri Lanka, and Tunisia) saw no disbursement in the quarter. The total disbursements for these seven grants through 2010 were $6.8 million, which is fifty-one percent of their original amounts of $13.2 million. 11. The remaining eighteen grants disbursed $7.5 million in the fourth quarter of 2010. Total net disbursements for the Facility between September 30 and December 30, 2010, were $7.3 million. This is the sum of gross disbursements, $7.5 million, less the total of adjustments made to closed grant accounts, $0.2 million. 13. In the previous quarter, gross disbursements totaled $4.5 million. The increase in quarterly gross disbursements, $3.0 million, is almost entirely due to $2.7 million disbursed in the quarter from the new regional grant in South Asia, for epidemiological training. 14. Table 3 shows cumulative disbursements by region for the end of the fourth quarter of each year from 2007 through 2010.
