Communications & Outreach (US$ 930,000). 0.93 Overall Ratings Public Disclosure Copy Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Overall Implementation Progress (IP) Satisfactory Overall Risk Rating Substantial Implementation Status Overview • The project has been effective since March 2014, and the first ISM is scheduled for September 2014 or once the presidential elections are completed. • Overall the Afghanistan CASA-CSP implementation unit at the Ministry of Rural Rehabilitation and Development (MRRD) are prepared to begin implementation of the project, the General Procurement Notice has been published for the facilitating partners, terms of references drafted and staff are in place from the existing NSP PIU to begin the Page 1 of 5 The World Bank Report No: ISR15891 work. However, it was agreed that identification and mobilization of communities along the transmission line and procurement of facilitating partners will only begin after MoEW and DABS agree on the final alignment of the CASA-1000 transmission line through Afghanistan. This is expected to be completed and communicated to the MRRD team by end of August 2014. Public Disclosure Copy • Other than the alignment of the transmission line another key issue is to make the regional CASA-1000 project operational – which requires agreement on the transit price with Afghanistan. This is on-hold until the election of the new government is completed. Once this is done it will be a top priority for the country program. The Country management unit has also emphasized the fact that once implementation of the CASA-1000 project begins the new CASA-Community Support Project, which will provide critical support to this high profile project, will require strong attention. CSP is also expected to contribute strongly to the Resource Corridor Initiative. • In April, the World Bank CASA-1000 and Afghanistan CSP team organized a workshop in Dubai, which was the first CSP face to face meeting after the World Bank Board approval.
