    Amendment to the Administration Agreement between the Government of the Swiss
    Confederation, represented by the Swiss Agency for Development and Cooperation
         and the International Bank for Reconstruction and Development and the
     International Development Association concerning Health and Social Protection
                                   Project Trust Fund
                           (TF071505 Successor to TF070944))

   Dear Ms. Hassberger:

   1.     We refer to the Administration Agreement between THE GOVERNMENT OF THE
   SWISS CONFEDERATION, represented by the Swiss Agency for Development and
   Cooperation ("Switzerland") and the International Bank for Reconstruction and Development
   (“IBRD�) and the International Development Association (“IDA�) (collectively, the “Bank�),
   regarding the Health and Social Protection Project (Trust Fund No. 071505 Successor to
   TF070944) effective as of December 10, 2007, as amended by the Amendment dated May 24,
   2010, by the Corrigendum dated October 1, 2010 and amendment dated October 11, 2011 (the
   “Administration Agreement�).


   2.     Pursuant to recent discussion between the Bank and the Switzerland, the Bank proposes
   to amend paragraph 4 of the Administration Agreement to extend the closing date to December
   31, 2012 to read as follows:

           Paragraph 4:

           “It is expected that the funds shall be fully utilized in accordance with the provisions of
           this Administration Agreement by December 31, 2012. The Bank shall only disburse the
           Bank funds for the purposes of this Administration Agreement after such date upon the
           approval of Switzerland.�

   3.      All other terms of the Administration Agreement shall remain the same.

   4.     The Bank will disclose this Agreement and related information on this Trust Fund in
   accordance with the World Bank Policy on Access to Information. By entering into this

Agreement, Switzerland consents to disclosure of this Agreement and related information on this
Trust Fund.

5.      Please confirm your understanding to the foregoing, on behalf of Switzerland, by signing,
dating, and returning to us one of the enclosed originals of this Amendment. Upon receipt by the
Bank of the original of this Amendment countersigned by you, this Amendment will become
effective as of the countersignature.
