The two stage APL program that contributes to this objective and the allocation of works and activities under each APL has been specifically designed to ensure that APL-1 can be free-standing, with no stranded assets at the end of the first stage. The project (APL-1) development objectives contribute to the overall program development objective by (i) improving sewerage services in the M-R River Basin and other parts of the Province and City of Buenos Aires by expanding transport and treatment capacity; (ii) supporting a reduction of industrial discharges to the M-R River, through the provision of industrial conversion grants to small and medium enterprises; (iii) promoting improved decision-making for environmentally-sustainable land use and drainage planning, and piloting urban drainage and land use investments, in the M-R River Basin; and (iv) strengthening ACUMAR#s institutional framework for ongoing and sustainable clean-up of the M-R River Basin. Lot 1: a 16 km underground sewerage collector and 18 km of secondary collectors on the left bank of the MR River ( 40 month contract duration). 2. Lot 3: a 12 km underground subaquatic outfall to adequately dispose of the sewerage in the La Plata River ( 60 months contract duration). 3. Sludge Treatment Plant. 4. Two Aeration Stations known as SEPA 4 and SEPA 7. Since the signature of the aforementioned major infrastructure contracts in 2014, most of the major project’s activities are under implementation and are progressing according to their contractual schedules. To date, contracts execution rate is 1.5 % for Lot 1; 3.5% for Lot 3 and 5% for the Sludge Treatment Plant. In September 2015, contractors of Lot 1 and Lot 3 presented proposals to improve the infrastructure design of the infrastructures. While the Bank found the proposals broadly acceptable, it also requested to revise the redesign of Lot 3 in order to provide the same level of safety as the original design. It is expected that the technical modifications may have some impact on contract duration and costs. Complementary information for the modification of Lot 1 and Lot 3 is being finalized. Components 2 and 3 are now also on track, with more than US$100 million in works ready for bidding or at an evaluation stage. Priority activities under components 2 and 3 include (i) the construction of an Industrial Treatment Plant in the Lanus Municipality that will enable treatment of 78 percent of tannery effluent in the basin; ii) improving the water and sanitation services for about 50,000 people living in low income settlements in the Province and City of Buenos Aires; and (iii) improving flood control system in the upper part of the basin. Progress of activities under component 4 is satisfactory.
