The Mindanao Reconstruction and Development Project (P095173) is a multi- donor facility to support reconstruction and development in conflict-affected areas of Mindanao in the Philippines. Originally approved in December 2005, there are seven separate Grant Agreements (GAs) under this project (Grant Nos. TF56041, TF57067, TF90481, TF91794, TF93781, TF95308, TF95941) with various signing and closing dates. The total grant amounts for the project is US$8.4 million, of which $7.77 million has been disbursed. The current closing date of the project is December 31, 2012. 2. This Restructuring Paper is to extend the closing date of one of the grants (TF093781) from September 30, 2012 until December, 31, 2012, to align it to the current project closing date. 3. Project progress has been in line with targets. Following the recently completed Program Partnership Agreement 3, which ran from August 2010 until March 2012, the program has delivered 240 sub-projects in 162 communities across 75 municipalities. CFSI in particular has successfully delivered community-driven reconstruction programming in 37 highly conflict-affected communities in Central Mindanao. Capacity- building has also actively been provided to support the technical skills of the Bangsamoro Development Agency in early recovery and community development. 4. The Fourth Program Partnership Agreement (PPA 4) was signed in April 2012 and will cover an additional three years. The proposed extension is necessary to provide coverage for ongoing activities while an Additional Financing package is prepared that will provide fresh funds and extend the closing date to cover the remainder of the PPA 4 up to September 30, 2015. 5. The Designated Account (DA) for this Grant has been inactive for three (3) months. We have advised the Recipient to document the DA by September 30, 2012. 6. This will be the Grant’s fourth closing date extension. The original closing date of June 30, 2010 was extended to August 31, 2010 on June 30, 2010; to June 30, 2011 on August 31, 2010 and to September 30, 2012 on June 30, 2011. 3
