This is the initial ISR for CAR Education Sector Plan Support Project (ESPSP). The project with a total allocation of US$30.85 million from Global Partnership for Education (GPE) was approved by the World Bank’s Regional Vice-President on April 28, 2021 and became effective on July 15, 2021. Notwithstanding the challenges posed by the current country security context, the coronavirus (COVID)-19 pandemic and the need to adhere to social distancing measures, the Government and the task team continue to work diligently to ensure that all project-supported activities are effectively launched and implemented in a timely manner. Disbursement. project is expected to request for its first disbursement by end of August for an amount of US $1.1 million (3.6 percent). 8/31/2021 Page 1 of 11 The World Bank Implementation Status & Results Report Central African Republic - Education Sector Plan Support Project (P173103) Progress by component Component 1: Improving access to pre-primary, primary and lower secondary education This component aims to address the critical challenges of low access to education, low transition from primary to secondary education, especially for children living in underserved prefectures, and the severe shortage of classrooms. This Component will support technical and costing studies to define minimum norms, a set of standard drawings, and efficient construction modalities for the construction activities under the proposed project To date, all the sites for the rehabilitation and construction of schools have been identified and the tender documents finalized. Calls for tenders will be launched for civil works lasting an average of six months and the first classrooms are expected to be delivered around March 2022; the objective being that at the start of the school year 2022 - 2023, the maximum number of classrooms will be constructed/rehabilitated and available. Regarding the construction of schools following a community-based approach, the process of recruiting technical assistance is underway and the manual of the approach should be available by December 2021. The training of key stakeholders training would then follow and the launch of the construction process is expected to start around the end of the first quarter of 2022. With support from the ongoing IDA-funded Emergency Basic Education Support Project (EBESP), manuals and guides for the implementation of the accelerated learning program (ALP) have been developed and are available. For the pilot in Bangui, 886 students were enrolled and benefited from the ALP. The recruitment process for teachers and students is underway for the extension (roll out) of the pilot in three other prefectures namely Mambéré-Kadéi, Ouham-Péndé and Ouaka. Component 2: Improving the quality of education and pre-service and in-service teacher training This component aims to improve the quality of education and pre-service and in-service teacher training. The process of recruiting technical assistance to support the Ministry of National Education (MNE) in the introduction of Sango as the language of instruction in the first years of primary education is underway. The first year of the project will allow the preparation of teaching materials and the training of actors in order to launch the pilot. An estimated 120,000 children in 550 primary schools are expected to benefit from this pilot. While the flagship activity of this component is the introduction of the national language Sango as an introductory language in the first years of primary school, other very important activities such as the implementation of the remediation program, improving content knowledge and pedagogical competencies of teachers in literacy and numeracy based on the new harmonized curricula supported through the EBESP and the strengthening of the capacities of the regional pedagogical centers will be implemented. Component 3: Strengthening management of the education sector The recruitment of technical assistance for the strengthening of the EMIS is being finalized and an agreement between the MNE and the “Programme d’Analyse des Secteurs Educatifs de la CONFEMEN” (PASEC) already exists which will be extended to allow the development of a national technical team and the organization of national learning outcomes assessment. Contracts for the acquisition of logistical means (a car and computers for the newly PCU recruited staff) to strengthen the project coordination unit (PCU) are in the process of being signed. Component 4: Contingent Emergency Response Component. There are no activities planned under this Component, and financing will only be allocated if requested by the client and approved by the World Bank.
