Federal & Link Roads This component includes upgrading from gravel to asphalt surface. Progress is summarised (as of 31 March 2011) as follows: Page 1 of 6 The World Bank Report No: ISR3333 (i) Gonder-Debark road (99 km) under one contract. Time elapsed 62%; Actual work complete 33% (ii) Aposto -Wendo - Negele road (268 km) under 3 contracts. Average time elapsed 72%; Average Actual work complete 14% Public Disclosure Copy (iii) Gedo-Nekempte (134km) under 2 contracts. Average time elapsed 62%; Average Actual Work compete 18%. (iv) Technical Advisory services for construction supervision. All six construction contracts have experienced delays. Accordingly, the corresponding supervision consultancy contracts will also need to be extended. The current forecast dates for completion are now beyond the dates for Practical Completion (although in some case there are EOT claims pending). The supervising consultants need to be more pro-active in supporting the contractors to enhance progress, without compromising quality of works. Compliance with requirements for safety (both workers and road users) and environmental safeguards is poor on all contracts. 2. Upgrading of Regional Roads This component includes upgrading of Yalo - Nehile Road (70km) to engineered gravel standard, and also Technical Assistance for Design Review and construction supervision. Technical Assistance for Design Review of this project was awarded on 26 June 2009. The design review identified some serious problems with the original design necessitating a thorough review of design quantities. As the review is not yet complete, the bidding processes for both the NCB works and the TA supervision services have not yet commenced. 3. Technical Assistance Includes TA services to support accomplishment of program objectives, including: - TA for Quality Assurance. Awarded and in process - TA for PMUR (Contractor/Consultant Performance Monitoring and Unit Rates). Awarded and in process - TA for new Road Construction and Maintenance Enterprise Business. Complete - TA for new RAP, Feasibility, EIA, Detailed Design for Nekempte-Bedele-Metu Rd. Complete - TA for Strategic Review of Road Sector Development. Complete - TA to develop Trial OPRC Maintenance Contract. Awarded and in process - TA to prepare strategy to roll-out WIDP nationwide. There are also a number of variation and EOT claims pending, and the Client needs to ensure that the Resident Engineers become more accountable for managing contractual, progress and quality issues, as required under their TA agreements. Supervising consultants need to be more proactive and support both the Client and contractors to enhance progress and promote and resolve safeguard issues, without compromising quality of works. Public Disclosure Copy The procurement process for delivery of the regional road component needs to be started, and the design review needs to be finalised. In general, TA consultancy services, studies and technical advisory services are progressing well, although there has been some delay in one of those projects, attributable to loss of key staff and poor time management.
