Construction of the Kwale urban water supply system has picked up the pace, with physical progress currently at 27 percent. Project-supported sanitation behavior change activities for sanitation are contributing to Kwale's vision to eliminate open defecation. To date, 72 villages have received certification as open defecation-free (ODF) villages. More than 600 community health volunteers have received training to support the sanitation campaign. The community livelihoods grant scheme launched in August 2018 remains an essential source of livelihood support. The grant scheme has so far provided a total of US$224,659 in small grants to 62 livelihood micro-projects (both on-farm and off-farm), benefiting 2,028 people in Kasemeni, Mwavumbo, and Samburu/Chengoni wards in the Kinango sub-county. Watershed restoration activities in the Mwache river catchment are also progressing well. The project has supported Water Resources User Associations (WRUAs) formation in all 24 sub-catchments that drain in the Mwache river. Fourteen of the WRUAs have developed sub-catchment management plans. They are implementing restoration interventions in selected erosion hotspots, with technical assistance from the Water Resources Authority (WRA) and CDA. So far, WRUAs have restored 938 hectares of the watershed through various interventions. The project has also trained 261 local artisans in masonry, carpentry, steel fixing, electrical, and plumbing to enable them to take advantage of the construction jobs created in the project area (especially Mwache dam construction jobs). Half of the trained artisans have received full accreditation from the National Construction Authority, while the other half have received provisional accreditation. But the Mwache dam itself has not yet started due to delays in land acquisition. In September 2020, the World Bank and the Government of Kenya (GoK) agreed on a revised land acquisition schedule, which we continue to monitor closely. As of April 16, 2021, GoK has compensated 86 percent of the project-affected persons (PAPs) in priority one (P1) areas, representing more than half (57 percent) of the required land parcels in P1. For priority two (P2) areas, GoK has issued awards to PAPs and plans to start compensation payments before the end of April 2021. PAPs who have received compensation have started relocating, with support from the project. All fully compensated PAPs in P1 areas have completed replacement land transactions and have begun constructing their primary dwellings. All PAPs in P1 and P2 have developed individual livelihood restoration plans, indicating the preferred mode of relocation and preferred economic restoration activities. Overall, GoK is on track to acquire the priority land required by June 18, 2021, and hand over the site to the contractor. But the current project closes in less than eight months (December 31, 2021). Therefore, the World Bank and GoK are discussing the possibility of extending the project to ensure it delivers on its most important promise – increasing bulk water availability for the chronically water-stressed counties of Mombasa and Kwale.
