The project demonstrates positive progress despite facing difficulties in implementing activities due to COVID-19 outbreak and travel restriction which results in slow disbursement over the past six months. Some notable steps in the government’s monitoring and enforcement role over the past six months include the good progress on the development of the Strategic Environmental Assessment (SEA) of the National Green Growth Strategy being advanced, SEA of the National Power Development Plan, the 5-year Provincial Sector Strategic Plans, admirable progress on the implementation of field activities of protected area management subprojects on both biodiversity monitoring/research and law enforcement, and the National University of Laos subprojects in exceeding expectations. However, areas that are lagging include subprojects aimed at strengthening capacity for wildlife law enforcement, where improvement is still needed in interagency cooperation and the investigation, reporting, and prosecution of illegal activities. An area that needs to be accelerated involves the disbursement livelihood development grants to 47 villages within the national parks, and issuance of the Environmental Compliance Certificate (ECC) to mining projects by some Provincial Offices for Natural Resources and Environment. Even with recent approval of a one-year closing date extension, some subprojects still need to improve their performance and pace of implementation to ensure completion of activities and outputs.
