African Union (AU): A virtual implementation support mission (ISM) was conducted from July 28 – 29, 2021. Project management: AU Project startup activities are now on track. A Finance Officer and Procurement Specialist for the project are assigned. Systematic Tracking of Exchanges in Procurement (STEP) and Client Connection are activated. Both the project operation manual and the revised Annual Work Plan and Budget (AWPB) until December 31, 2021were approved by the World Bank. Additionally, the draft GRM is being finalized following receipt of the World Bank’s comments. Technical aspects: Notwithstanding the above achievements, progress has been slow in taking forward the technical training activities. Recommendation: The team recommends expediting the implementation of the planned project activities under the recently approved work plan for the next quarter. This includes the purchase of IT equipment; conducting training on National accounts, online annual meetings of Specialized Technical Groups (STGs); STG annual meetings on labor market information systems; annual STG meetings on agriculture, environment, natural resources, and climate change; and annual STG meeting on demography, migration, health, human development, social protection, and gender. The plan also covers organizing online training on the adoption of the second Strategy for the Harmonization of Statistics in Africa (SHaSA 2) in National Strategies for Development of Statistics (NSDS) through strategic planning and coordination with Regional Economic Commissions (RECs); developing statistics database and dashboard on SHaSA2 indicators. 2. Economic Community of West African States (ECOWAS): An ISM was conducted from July 1 – 2, 2021. Project Management: The Regional Coordinating Unit has been formed. The evaluation for the recruitment of three staff members (Project Manager, Financial Specialist, and Procurement Specialist) is completed and already received World Bank's No Objection Notice to proceed to the interviews. The virtual launching workshop was conducted albeit incomplete because of some technical difficulties. The first Financial Interim Report has been submitted and awaiting World Bank’s comments. However, the recruitment of an audit firm, which is one of the legal covenants, has been delayed. As a result, the current FM performance is rated Moderately Satisfactory. Meanwhile, the World Bank will provide technical support, including training to ECOWAS on Client Connection to assist them in submitting fund requests through the system and replenish their account. On procurement, no specific issue was raised. The World Bank mainly advised the project team on procedures to follow on STEP to complete the ongoing recruitment process. Technical Aspects: The recent mission reaffirmed ECOWAS’s key role in modernizing administrative data collection in the West African region. The expected leading role of ECOWAS also covers areas related to big data, poverty statistics, agricultural statistics, population statistics, and gender statistics. To that end, the mission shared presentations and brainstorm with ECOWAS staff on the latter three areas. On Agricultural statistics, Ghana was noted to have started implementing the 50x2030 initiative to strengthen national agricultural data systems in 50 L/LMICs, and opportunities for the other project participating countries were explored. On population and housing census, IPUMS International presented the work the Minnesota Population Center (MPC) is doing in the field of harmonizing, standardizing, and anonymizing population censuses data, providing free extracts free of charge for researchers, organizing training, workshops, and knowledge exchange and capacity building activities for the NSOs and Censuses Bureau. Performance rating on overall project management and regional coordination of the Economic Community of West African States (ECOWAS) remains unchanged The project's Results Framework indicators will continue to be monitored by ECOWAS in coordination with project participating countries. ECOWAS had earlier decided to endorse the two indicators at the NSOs level including the Institutional Capacity Index (ICI) and Statistical Capacity Index (SCI) as part of its own M&E system of the project, but experience from the first year implementation necessitated some level of simplification before it is widely endorsed. Meetings are expected to be held over the next few months with the World Bank team to brainstorm on refining the Results Framework and provide a better explanation and understanding of the process and methodology to compute and assess these indicators. Recommendations: ECOWAS will update the fields of core statistics harmonization and set up a roadmap, including poverty statistics, and consider the harmonization work implemented in the West African Economic and Monetary Union (WAEMU) countries and take all 15 countries participants into its budget consideration. 3. Burkina Faso: An ISM was conducted from July 12 – 13, 2021. Project management: The procurement plan that was cleared by the World Bank is under implementation. However, progress has been slow. A number of constraints and difficulties affected the progress of the work, including among others: delay in setting up the project team, the resignation of the procurement specialist just a few weeks after taking up the position, delay in getting back proposal from some government structures implementing activities, and delays in obtaining No Objections for the implementation of some activities. The Bank team also acknowledges the workload is also heavy for the NSO. Technical aspects: The main activities under implementation include the Demographic and Health Survey (DHS) and the agriculture census. The support to the improvement of administrative data in the health and education sectors has also started as well as the preparatory work for the informal sector and labor force survey. Most of these are activities are in progress albeit with some delays. Recommendation: The Bank team recommended the recruitment of the procurement specialist to not lose implementation momentum and consider prioritizing and sequencing activities over time where possible to avoid overstretching the limited capacity. 4. Cabo Verde: An ISM was conducted from July 12-15, 2021. Project management: The implementation of the project activities has started in May 2021 with the recruitment of the Project Manager. The procurement plan is updated and cleared by the World Bank. The General Procurement Notice (GPN) was published in the local newspaper and on United Nations Development Business (UNDB) online. A review of the project FM arrangements was undertaken with an emphasis on assessing their adequacy and follow-up on the implementation status of the agreed FM action plan. To date, the project disbursement rate was at 3.2%. An initial advance of $500,000 was credited to the project designated account and expenditures of an amount of $14,927 have been made to cover operating costs. The first interim financial report is shared with the World Bank for clearance and the overall performance of the project FM is 10/22/2021 Page 2 of 24 The World Bank Implementation Status & Results Report Harmonizing and Improving Statistics in West Africa (P169265) Satisfactory. The manual of procedures has been validated and the accounting software has been customized for the project bookkeeping. The recruitment of the external auditor is ongoing. An annual work plan for 2021 including disbursement revision was produced by the PIU and was approved by the World Bank. It covered all the project activities including the new activities that were subject to discussions (cadastral registry, electronic billing system, non-informal, and identification registry of informal production units). The budget associated with this work plan is estimated at US$2.3 million corresponding to 15% of the overall project funding. Regarding the effective implementation period (September- December, 2021), the proposed budget seems to be ambitious. However, one can note that the preparation of activities is well in progress. The technical documents (Terms of References (ToR)s for the selection of firms, questionnaires, manuals) are well advanced. Technical aspects: The Borrower provided clarity on the newly requested statistical activities and agreement has been reached on changes to be made on the project’s activities which aim at laying the foundation for more use of administrative sources for statistics production. Recommendation: Memorandum of Understanding (MOU) between UGPE and other agencies including the INE, Institute of the sea (Instituto do Mar, IMAR), and Institute of Sport and Youth (Instituto do Desporto e da Juventude, IDJ) should get initial World Bank’s clearance before implementation. 5. Cote d'Ivoire: An ISM was conducted from August 24-27, 2021. Project management: An inter-ministerial decree establishing and defining the composition and the functioning of the Steering Committee and the Technical Committee of the project was signed by the Ministry of Planning, the Ministry of Budget, and the Ministry of Finance. The Steering Committee will meet by October 15. The selection process of the PIU is being finalized. The Coordinator and the Procurement Specialist have been selected while the FM and the M&E specialists have been short-listed and planned to be interviewed as soon as possible. Meanwhile, the PIU of the other World Bank governance project, “Enhancing Government Effectiveness for Improved Public Services - P164302” is assuming the day-to-day management of the project. Technical aspects: The population census activities supported by the project in Cote d’Ivoire costs approximately 20 percent of the total budget of the project. The cartography was completed in January 2020. The enumeration, which was initially planned for May 2020, is now planned to be conducted from November 1st to 21st, 2021 because of the COVID-19 pandemic, the presidential elections of October 2020, and the legislative elections planned for March 2021. According to international standards, the enumeration should be completed not later than six months after the cartography. Therefore, the national institute of statistics updated the cartography in some selected regions to update the 2020 cartography data. The update of the cartography increased the initial budget of the census. Furthermore, because of the COVID-19 pandemic, the initial budget increased to account for additional costs related to social distancing and the precautionary measures needed for field operation. The disbursement conditions linked to the population census activities are the following: (a) the beneficiary will provide proof, satisfactory to IDA, of the closing of the total census budget apart from the additional financial support of US $ 10.8 million from the Association, (b) an evaluation of the quality of the census mapping will be carried out to certify the quality of the data necessary to carry out the enumeration phase, and (c) the beneficiary must submit to the Association a detailed timetable of the preparation activities and execution of the enumeration that can ensure the good quality of the census data. Conditions (a), (b) are fully met. The condition (c) is partially met as the Statistics Office is working to address some recommendations from the assessment mission of the cartography of the population. The team expects the NSO to address the remaining recommendations as soon as possible, and the disbursement conditions will be lifted. Recommendations: The team recommends close follow-up of fulfilling the legal covenants and disbursement conditions. 6. Ghana: An ISM was conducted from June 09 - 10, 2021. Project management: The project assigned a project coordinator and financial management and procurement specialists. As part of the legal covenants, a Project Oversight Committee and a Technical Committee have also been set up. Furthermore, the Ghana Statistical Service (GSS) participated in the virtual launching of the HISWA project organized by ECOWAS on 19 April 2021. Technical aspects: The main ongoing activity under the project is the 2021 population and housing census. All activities are ongoing as per the schedule and enumeration have commenced on 28th June 2021 and ended by mid-July 2021. Additional activities implemented include preparatory activities of an annual household income and expenditure survey to feed the annual national accounts. The extension of the Consumer Price Index (CPI) to the newly created regions was also supported as well as the improvement of administrative data in various Ministries, Departments, and Agencies (MDAs). Under the latter, an orientation workshop was organized for the thirteen MDAs’ coordinators to strengthen the administrative data system in each of the MDA. In September 2021, the Ghana Statistical Service released the preliminary results of the 2021 population census, which focuses on population size and sex composition, population density, and structures by region. The use of tablets for the first time at this scale in Ghana has made it possible to have these preliminary results just two months after the enumeration that started on June 28, 2021, and ended on July 11. 2021. Recommendations: The GSS requested some fund reallocation between sub-components. The team recommends discussing with the client if the request can be included in the proposed project restructuring. 7. Liberia: An ISM was conducted from June 14 - 18, 2021. Project management: The project is largely on track with implementing the planned activities. The members of the Project Steering Committee (PSC) and Project Technical Committee (PTC) are selected, and the lists have been shared with the World Bank. Technical aspects: The population census is facing a financing gap. In addition, there was an immediate funding gap to complete the ongoing cartographic mapping exercise, caused by the unavailability of funds that were expected to come from the United Nations Populations Fund (UNFPA), according to the initial plan in which the project finances three months of the mapping exercise and UNFPA four months. During a meeting with the Liberia Institute of Statistics & Geo-Information Services (LISGIS), UNFPA, and World Bank on June 18, 2021, all parties agreed that LISGIS will utilize funding from the project to finance the cartographic mapping exercise in order to ensure there is no further delay in the census implementation. Recommendations: The team advised that the project should focus on the preparation for the population and housing census and the establishment of a GRM in anticipation of the large-scale recruitment of the Census enumerators and related staff. In addition, it is recommended that the Liberia Institute of Statistics & Geo-Information Services (LISGIS) finalize the revised annual work plan and budget. 10/22/2021 Page 3 of 24 The World Bank Implementation Status & Results Report Harmonizing and Improving Statistics in West Africa (P169265) 8. Sierra Leone: An ISM was conducted from May 31 – June 1, 2021. Project management: After almost a year, the project implementation staff is now mostly in place. A project coordinator has been in place since November 2020 and was joined in July/August 2021 by an FM Specialist, an M&E Specialist, and an Environmental and Social Safeguards Specialist. In addition, a decision has recently been taken by the Ministry of Finance and the World Bank country office to allocate staff working for the Project Fiduciary Management Unit (PFMU) to specific projects. Under this arrangement, the project will have a dedicated Procurement Officer and Finance Officer. The overall FM performance for the project is rated as satisfactory while the FM risk rating remains Substantial. The existing FM procedures and systems at the Project Fiduciary Management Unit meet the minimum World Bank requirements for FM. As Audit Services Sierra Leone was unable to perform the external audit for the project, a private firm was selected to do the external audit, and a contract has been signed. The first external audit will cover the period from effectiveness (Sept 2020) through the end of 2021 and be done in early 2022. Progress on safeguards issues has been slow, including establishing a GRM, Stakeholder Engagement Plan, and COVID-19 Standard Operating Procedures. Now that the Environmental and Social Safeguards Specialist is in place, the project is expected to make good progress on these issues before the end of the calendar year, with the support of the Safeguards team at the Bank. The project's social risk and E&S performance continue to be Moderate and Moderately Satisfactory respectively. The outstanding issue is the hiring of a Procurement Specialist due to some procedural issues. Technical aspects: Implementation of the mid-term census continues to be a concern. During the ISM, the consensus was reached by the World Bank, Statistics Sierra Leone, and UNFPA that the planned date of mid-September was not possible, but that it was important to conduct the census before the end of the calendar year. Issues around the mid-term census were discussed at length with the Minister of Planning and Economic Development, and a timeline for conducting the main enumeration in early December 2021 was developed. Progress has been made, with the cartography fieldwork completed, and substantial progress made on the Computer-Aided Personal Interview (CAPI) application. Implementation is falling behind the timeline agreed, however, as the pilot census is still several weeks away, and serious challenges in management and coordination of this activity remain. In addition, the cartography process resulted in 30% more enumeration areas than expected, which would significantly increase the budget and the number of tablets needed to be borrowed. Given the focus on the mid-term census, very little has been accomplished with respect to the other project activities as laid forth in the Annual Work Plan. Recommendations: The team recommends expediting the hiring of the Procurement Specialist. 9. Togo: An ISM was conducted from May 25 - 28, 2021. Project management: A virtual project launch took place on Thursday, May 27, 2021, under the effective chairmanship of Mrs. Sandra Ablamba Johnson, Minister Secretary-General at the Presidency in the presence of Mrs. Hawa Cissé Wagué, World Bank Resident Representative. All the specialists have now been recruited and officially started work in June 2021 albeit with a delay of one month. No Objection has been provided for the recruitment of the Internal Auditor. The dated covenants are almost all completed. The Project Coordination Committee meets regularly, and its meetings are documented in minutes. The client is informed about the World Bank social safeguards issues, i.e., the provisions for proper conduct in the event of incidents or accidents, and that these provisions are documented in various documents such as surveyors' manuals, insurance contracts. The social safeguards specialist asked to review these documents and to provide any additional input if necessary. The INSEED is informed of the existence of the document developed by the United Nations and World Bank on data collection in times of the COVID-19 pandemic for all consultations and surveys to be conducted under the project. The safeguards risk is rated Moderate and its performance is satisfactory. Technical aspects: The activities included in the AWP 2021 have not yet started due to the delay in the implementation of urgent activities that condition the execution of the activities of the action plan. The census cartography has now started, thanks to efforts made by the World Bank to provide technical assistance to INSEED. The SCI is rated at 66.66 points out of a total of 100 compared to a value of 60 at the start of the project. This improvement is not attributable to the project, however, and the team recommended that the project implement subcomponents that would not only maintain the SCI dimensions in focus but also those that have not changed. The ICI remained unchanged at 20 out of a total of 100. This indicator will be much more impacted by the implementation of institutional and human resource reform activities. This is mainly because ICI does not apply to to all beneficiary countries, and some of the scores under the measurement are subjective to the score evaluator. Additionally baseline data is missing for Ghana, Liberia, Sierra Leone and Cabo Verde.
