49661 STATUS OF PROJECTS IN EXECUTIONFY08 AFRICA REGION COUNTRY: REGIONAL PROJECTS Operations Policy and Country Services October 11, 2008 STATUS OF PROJECTS IN EXECUTION--FY08 AFRICA REGION Introduction The Status of Projects in Execution (SOPE) Report for FY08 provides information on all IBRD/IDA projects that were active as of June 30, 2008. For the first time, the SOPE report will include recipient- executed projects (over US$ 5 million). The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY08 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: · Amounts and graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. · Graphs of original estimates for some recipient-executed projects might not exist since they are not required in the project document. · Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. For these operations, funds are disbursed in one or more stages (tranches), released when the borrower complies with agreed prior actions. · Projects which are not yet effective may not have a planned disbursement schedule and thus will not include a graph. Progress toward achieving development objective(s): Overall, the Shared Vision Program (SVP) is meeting its goals and objectives and achieving important outcomes. In July 2007, a mid-term review for the overall SVP Program (this project plus the seven sectoral SVP Projects) was jointly conducted by the Nile Basin Initiative (NBI), development partners and the World Bank. The design and implementation of the SVP has played a critical role in: (a) building a Nile basin community of interest; (b) establishing a technical foundation for water management in the basin; and (c) strengthening the NBI as a trusted institution. Their support to project implementation resulted in 50% of the planned training courses being held by Mid-Term. Also, a network of regional training centers has been supported, and ARCAN Trainer Graduates are actively equipping health workers with HIV/AIDS knowledge gained from the training held by Partner Training Institutions. The project has trained a total of 1,223 Health workers in counseling, nursing care and management, laboratory skills, drugs logistics management, and project management (20% of them with both level I and level II courses) and there is a waiting list of 1,432 qualified entrants. The National AIDS Commissions from the three countries have continued to support the mainstreaming of ARCAN training into Ministry of Health training plans. Progress toward achieving development objective(s): Progress in implementation has been very slow in the last two years, partially due to lack of capacity in respective civil aviation authorities to supervise the project on a daily basis, which implies procurement delays in numerous highly technical activities. Besides, there is a limited commitment from the respective governments to implement the reform agenda. However, some milestones have been achieved in all four countries: (a) Compliance rate with ICAO's safety standards: Burkina Faso, Mali and Cameroon have achieved 49%, 25% and 46% respectively. (b) Compliance rate with ICAO's security standards: Mali and Guinea have achieved 18% and 35% respectively. (c) Percentage of embarking passengers stopped in possession of illegal objects as defined by the ICAO by private airlines security personnel: 1% or less attained in Burkina Faso, Mali, Guinea and Cameroon. During the mid-term review, an action plan was put in place to improve project implementation. In the next six months, additional technical assistance will be provided to the Project Implementation Unit to boost the realization of strategic activities i.e. Updating of Civil Aviation Code as well as the Operating procedures. Progress toward achieving development objective(s): The first year of implementation has been challenging, given the regional dimension of the project, the targeting of remote areas and the countries involved (several fragile states). However, the project has made good progress in several areas. The Project Facilitation Office has been established and launched the first-year work program, and MOUs have been signed with most of the countries regarding the coordination at country level and transfer of funds for local level activities. However, implementation has been delayed by the slow harmonization of financial management procedures between the Bank and UN system. This process will be shortly completed. Progress toward achieving development objective(s): The project is lagging behind achieving its objectives and only minor progress has been made since last year. However, positive results could be noted in the area of clean up and disposal where the project collaboration with another donor-financed project led to better harmonized donor activities and funding allocation. Furthermore, the use of the mass media to inform the population of health hazards related to pesticide stocking has resulted in the declaration of an additional 150 tons of obsolete pesticides.
