Accounting and Auditing Education Community of Practice Workshop From Diagnostic to Reform: Leveraging the Profiling Tools to enhance University and Professional Accounting Education 20 November 2015 Kyiv, Ukraine Context Strengthening Auditing and Reporting in the Countries of the Eastern Partnership (STAREP) is a regional program of the Centre for Financial Reporting Reform (CFRR) aimed at creating a transparent policy environment and effective institutional framework for corporate reporting within the countries that make up the EU’s Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. STAREP’s focus is on the improvement of corporate financial reporting frameworks and their effective implementation. The STAREP Accounting and Auditing Education Community of Practice (EduCoP) are working together to modernize the education and development of accountants and auditors and develop a timetable for overhauling accounting education. This workshop is the fifth EduCoP event. Working with the Community the CFRR have developed a profiling tool that allows universities to assess and develop the content of their Bachelor programs in accounting. The profiling tool has now been used by a sample of universities in the STAREP region allowing them to assess how their existing syllabus compares to both internationally recognized benchmarks and the STAREP regional benchmark. Their experience will be discussed and the strategy for rolling out the tool across the region will be agreed. Participants will also be introduced to an extension of the tool which has been developed to incorporate the learning objectives and competencies required of professional accountants and auditors and will soon be available to EduCoP members. Upgrading the knowledge and competencies of professional accountants and auditors in the STAREP region will require more than just curriculum changes. There also needs to be improved cooperation between universities and the accounting profession in setting and implementing national professional education frameworks; the development of methodologies and tools to assess proficiencies; changes to teaching methods which are more suited to principles-based standards; and the development of a culture of lifelong learning. The workshop will consider the next steps for the STAREP EduCoP by presenting a vision for the remainder of the program and provide all participants with an opportunity to shape this vision by concluding with an interactive session. Objectives The main objectives of this workshop are to:  Present the results of the pilot benchmarking exercises.  Explore the new law and taxation components of the tool, developed as a result of previous EduCoP discussions.  Introduce the Professional Profiling Tool, which will be available for use by the end of 2015.  Discuss how the profiling tools can help set the STAREP EduCoP priorities for 2016 and beyond. 1|P a g e Accounting and Auditing Education Community of Practice Workshop Approach and format  This one-day workshop will feature presentations from the World Bank CFRR and universities from participating countries, and will encourage dynamic discussions among participants.
