Considerable progress has been made towards launching the following key interventions: (a) Expanding preschool education - The project supports a three-pronged intervention: a. rollout of a full year School Preparation program targeted at 5-6 years old cohort; b. establish up to 100 Community-based Kindergartens (CbK) in rural and underserved communities and c. pilot an Inclusive Education program to integrate children with special needs into mainstream schooling. To date, preparation for the expanded School Preparation program has been underway and the program is ready to be launched by the start of the upcoming school year in the fall of 2015. Preparation for the launch of CbKs has advanced the selection of the technical assistance provider for community mobilization. The process for community mobilization and development of proposals is expected to begin by May, 2015. The selection of technical assistance for the review and design of the pilot of Inclusive Education scheme has been underway with the plan to launch the process by May, 2015. (b) Improving Policy and Quality of Preschool Education - This component supports enhancement of regulatory framework for early childhood development, rollout of new Early Learning Standards and measurement and tracking of child development. Technical assistance for the review of existing regulatory framework began in January, 2015. A child development tracking instrument - Early Development Instrument (EDI) was piloted successfully in select schools in 2014. A full baseline study will be launched by the National Testing Center in the fall in 2015 with technical assistance from the selected international research partner. The new Early Learning Standards developed earlier have been adopted in 2014 and disseminated as the basis for the development of the curriculum for the School Preparation Program and to be established CBKs. The procurement of classroom furniture, supplies and toys for the operation of the above programs was launched in April, 2015 with the delivery of these goods expected in the coming months. The progress in the above areas has created the conditions for the key interventions to be rolled out in the coming months and full disbursement of US$4.7 million by October, 2015 in accordance with the implementation plan.
