Component 1. Improving Effectiveness of the PATH PATH continues to be the country's flagship social assistance program, and therefore the priority of the Government. There were 351,646 registered PATH beneficiaries as of October, 2017. The rates of compliance for education remain low and the Ministry of Labour and Social Security (MLSS) is implementing a comprehensive public education plan and is planning a communication campaign entitled "School Day Counts" to address compliance challenges. These events are targeted to PATH staff at the Central and Parish levels, PATH beneficiaries, schools and health center staff, and the general public. Graduation Strategy. The first graduation batch group which comprises registered PATH family beneficiaries since 2002 and 2003, has been completed. Of the 11,117 PATH families reassessed, 48% will remain in the program. Component 2. Building Capacity for the Steps-to-Work Program The Steps-to-Work Program is currently offering a package of services including: entrepreneurship training and microfinance support; job readiness preparation, on-the-job training and job placements; technical and vocational education and skills training and certification; and second chance education. • Entrepreneurship grants: The provision of entrepreneurship grants has continued with a total of 350 grants approved during FY2017/2018. • Skills training and certification: For the period ending July 2017, there are approximately 1,200 beneficiaries receiving skills training at HEART institutions. • Secondary Education Completion (SEC): SEC activities will continue with a Public-Private Partnership (PPP) model. 250 clients are targeted to receive training and education under the two contracts, and a total of 202 clients initially enrolled, 164 registered for CSEC as recommended by the tutors. Component 3: Supporting implementation and operationalization of the Public Sector Pension Reform This component is reaching its final stages, with implementation of the Pension reform and is expected to achieve its objectives by the end of the Project. Following approval of the Pensions (Public Service) Act in October 2017, the Ministry of Finance tabled the Regulation in February 15, 2018. The Regulations need to be approved before April 1st in order to start implementation of the reform measures. Component 4: Operational Support to the implementation of the Social Protection Strategy This component is set to achieve its objectives by the Project’s close. Achievements to date under Component 4 under the Additional Financing included approval and dissemination of the Social Protection Strategy (SPS); development of the SPS M&E strategy; various capacity building exercises; and convening of NSPC meetings, among others. Key activities currently underway include completion of the National Policy on Senior Citizens; and the finalization of the report on the SP Floor costing.
