Amendment 3 to the Memorandum of Understanding concerning the State-and Peace- Building Multi-Donor Trust Fund (No. TF071021) Contribution to the Colombia Peace and Post-Conflict Support Multi-Donor Trust Fund (No. TF072256) 1. We refer to the Memorandum of Understanding, countersigned on August 25, 2014, between the Operations Policy and Country Services (OPCS) and the Office of the Regional Vice Presidency of Latin America and the Caribbean (LCRVP) of the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in their respective capacities as representative of the Bank as trustee (the “SPF Trustee”) of the State and Peace Building Multi Donor Trust Fund (TF071021) (the “SPF” or the “Donor”) and representative of the Bank as administrator (the “CPPC Administrator”) of the Colombia Peace and Post-Conflict Support Multi- Donor Trust Fund (TF No. 072256) (the “Trust Fund”), as amended. 2. Pursuant to a recent discussion between SPF Trustee and the CPPC Administrator to extend End Disbursement Date of the Trust Fund, the CPPC Administrator proposes to amend Section 6.1 of Annex II to the Memorandum of Understanding as follows: “6.1 It is expected that the funds deposited in the Trust Fund will be fully disbursed by the Bank by September 30, 2021 (the “End Disbursement Date”). The Bank shall only disburse funds deposited in the Trust Fund for the purposes of this Administration Agreement (other than returns to Donors) after such date to the extent such date is changed in accordance with amendments made to the Administration Agreements of all the Donors. Following the End Disbursement Date, the Bank shall return any remaining balance of the Trust Fund to each Donor in the Holding Currency in the manner specified in its respective Administration Agreement on a pro rata basis with regard to the total funds deposited in the Trust Fund by such Donor relative to the total funds deposited in the Trust Fund by all Donors, all calculated as Holding Currency amounts.” 3. All other terms of the Memorandum of Understanding shall remain the same. 4. The CPPC Administrator will disclose this Amendment Letter (“Amendment Letter”) and related information on this Trust Fund in accordance with the World Bank Policy on Access to Information. By entering into this Amendment Letter, the SPF Trustee consents to disclosure of this Amendment Letter and related information on this Trust Fund. 5. The Parties that this Amendment Letter will become effective as of the day of signature of the last signing Party.
