This innovative, multi-sectoral project will finance State-led interventions to prevent and reverse land degradation on a demand-driven basis, initially focusing on gully erosion sites in ready southeastern States that threaten infrastructure and livelihoods. Investments are a strategic combination of civil engineering, vegetative land management and other watershed protection measures, plus complementary community-led livelihood enhancements. Over the course of the 8-year project, sites in up to 11 States will phase in as States and their designs become ready. The sustainability of these investments will be reinforced by strengthening institutions and information services across sectors in all three tiers of government, including support to help improve governance, regulatory compliance, environmental monitoring, watershed and land use planning, and by strengthening the country's capacity to promote and implement climate resilient, low carbon development. The project was approved by the World Bank Board of Executive Directors on May 8, 2012. and became effective on September 13, 2013. The first Mid-Term Review (MTR) of the project was conducted from January 25 to February 6, 2016 with the purpose of reviewing progress towards the achievement of the project objectives and the assessment of project design. The MTR also reviewed the implementation progress for each component, and explored how NEWMAP could be leveraged to provide strategic and technical support to the FGN’s request for World Bank assistance in north-east Nigeria including the Lake Chad Basin. The mission also reviewed the possibility of modifying the project structure and activities so as to better achieve the project development objective (PDO). Gully Rapid Action and Slope Stabilization (GRASS) - Civil Works: Major Gully rehabilitation is on-going at the 21 approved sites in the first seven mover states: Abia, Anambra, Cross River, Ebonyi, Edo, Enugu and Imo. At the time of the MTR, less than half the sites could report at least 75 percent of planned civil works measures completed. Currently, most of the civil works activities in the first 21 sites have advanced with 15 sites recording over 75% completion. Watershed Management: Vegetative land management and water harvesting and other watershed protection measures are on-going in all first seven states sites and are at various stages of implementation. Ebonyi state has completed a draft sub-catchment management plan for Nguzu Edah site. The MTR noted that vegetative measures are lagging behind targets in all states. To address this issue, a training program in Catchment Management aimed at enhancing the capacity of the PMUs in integrated sustainable watershed planning and management as well as improve their knowledge on how to assist community members to draw up action plan of implementation in a sub-watershed is scheduled to take place by August, 2016. Bioremediation: Although during MTR, bioremediation measures was reported to be lagging behind civil works and in some cases with little evidence that it is happening at all. Currently there has been progress in the areal extent of the targeted land treated for erosion with selected measures which now measures at 110.5Ha as against earlier recorded 86.71Ha, Continuous efforts are being made in this area to ensure required vegetative measures on each site under construction compliments the civil works as envisaged in the design of the project. Community-Led Livelihood Initiatives: There are a total of 214 registered Community Interest Groups (CIGs) in all of the 21 approved sites where civil works is on-going. 68 of these registered CIGs in three states of Anambra, Ebonyi and Enugu communities where NEWMAP intervention is on-going have been given the first tranche of 50% upfront of the grant each for the various identified livelihood options in those communities. Currently there are 3,355 households benefitting from livelihoods enhancement activities under the Project in the identified communities. While a total of 2,312,635 direct project beneficiaries have been reached of which 1,178,815 (50.97%) are male and 1,133,820 (49.03%) are female. Environmental and Social Safeguards: A total of 21 ESMPs and 21 RAPs for all sites in the seven states where civil works is on-going have been prepared, reviewed by the Bank and have all been disclosed in-country and through the Infoshop as required. In addition, the Bank has received a request from the Federal government of Nigeria for the inclusion of seven additional states from other parts of the country. These include: Kano, Sokoto, Gombe, Plateau, Kogi, Delta and Oyo. The Bank has carried out further due diligence to ascertain their degree of readiness including whether or not they have met the state selection criteria as set forth in the Project Appraisal Document (PAD). Over the period May 14-28, 2016, three states - Gombe, Kogi and Sokoto - received an initial disbursement of USD 2 Million each.
