Artashat Medical Center CJSC Description of The marz of Ararat is located in the southwest of Armenia and is bordered by geographic, physical, Azerbaijan’s Nakhchivan Autonomous Republic from the south, Turkey- from the biological, geological, west, Gegharkunik and Vayots dzor provinces from the east and Yerevan and hydrographic and Kotayk province from the north. Marz total area is 2096 sq. km. The most part of the socio-economic marz territory is located 880 m above the sea level. Relief consists of mountain chains context and approximately 30% of the territory is plain. The biggest rivers are Araks, Hrazdan, Azat and Vedi. The highest peak is Spitakasar of Gegham mountains (3560m). Climate: Climate is dry, strict continental. Annual precipitation rate ranges from 200- 1000 mm. Summer temperature can rich 42°C, the average year temperature is 24 °C. Seismic activity: the possible strength of earthquakes (I)-9 points, ground maximal horizontal acceleration is (g) ->0.4 m/sec2. Ararat marz is located in seismic active zone. Artashat city is the capital of the Ararat Province. It is located on Araks river in the Ararat plain, 30 km southeast of Yerevan, 829 m above the sea level. As of January 1, 2015, the town has a population of 21,500. Artashat is home to many large industrial firms, mainly involved in food processing and building materials. Other Small plants include the production of building materials and textile. Many large construction companies operate in the town as well. Artashat MC provides medical services to the population of the region. Almost 91.500 people are in catchment area of the MC. Artashat MC was built in 1982. All the buildings, except the space intended for gynecological department haven’t been even cosmetically renovated during these years. The medical services of the MC are located in 4 sub-buildings` the main, polyclinics, administrative and infection. Though according to the national regulatory system, (i) works contractor must be licensed, (ii) construction materials must be obtained from licensed providers, (iii) if contractor wishes to operate own concrete plant (rather than purchasing these materials from other providers), then the contractor must obtain an environmental permit with an established ceiling of pollutant concentrations in emissions; (iv) disposal of the construction waste into a landfill or permanent placement of access inert material generated in the course of earth works in a selected location must be approved by Artashat local municipality in written. Copies of construction licenses if applicable, and waste disposal permits will be attached to this EMP once the contractor is selected and mobilized to the work site. GOST and SNIP norms must be adhered. Waste management (a) Waste collection and disposal pathways and sites will be identified for all major waste types expected from demolition and construction activities. (b) Mineral construction and demolition wastes will be separated from general refuse, organic, liquid and chemical wastes by on-site sorting and stored in appropriate containers. (c) Construction waste will be collected and disposed properly by licensed collectors (d) The records of waste disposal will be maintained as proof for proper management as designed. (e) Whenever feasible the contractor will reuse and recycle appropriate and viable materials (except asbestos) B. Individual wastewater Water Quality (a) The approach to handling sanitary wastes and wastewater from building sites (installation or reconstruction) must be treatment system approved by the local authorities (b) Before being discharged into receiving waters, effluents from individual wastewater systems must be treated in order to meet the minimal quality criteria set out by national guidelines on effluent quality and wastewater treatment (c) Monitoring of new wastewater systems (before/after) will be carried out (d) Construction vehicles and machinery will be washed only in designated areas where runoff will not pollute natural surface water bodies. Minutes of Public Consultation Meeting on the Draft Environmental Management Plan for Reconstruction of Artashat MC Building The public hearing was conducted on 16 March 2016 in the Artashat MC of Ararat marz regarding to EMP of the WB-financed NDPC #5222-AM project of the reconstruction works of the Artashat MC with the participation of local NGOs, stakeholders, community members, architect-designer, representatives of local government, municipality and HPIU. In the opening speech the Artashat MC Director Vardan Hovhanisyan welcomed the participants and asked HPIU coordinator Davit Melik-Nubaryan to present the information about current activities on the center modernization. The HPIU coordinator presented the current activities and reconstruction works of the Artashat MC EMP and noted that this document has been developed based on the requirements of the World Bank Operational Manual, which presents the WB environmental policy. He told that the impact on the environment and hazard were assessed, all needed measures should be undertaken to minimize the environmental risks, paying attention especially on perfect management of the medical and reconstruction waste and the prevention of pollution of the water drainage system of Artashat City, which is very important. HPIU coordinator concluded that no negative impact on the environment issue is expected. Afterwards, the participants of the hearing discussed about issues the subject concerned. At the end of the meeting the Coordinator thanked the participants for active participation and interesting discussion.
