INTRODUCTION 1.1. Overview The "Dong Hoi City Environmental Sanitation Project" is a part of the "Coastal Cities Environmental Sanitation Projectâ€? including Dong Hoi, Qui Nhon and Nha Trang cities which commenced in 2004. The purpose of this sub-project is to upgrade environmental sanitation conditions for Dong Hoi City through a credit from the World Bank (WB) and was approved by the Prime Minister via Decision No. 1903/TTg dated 30/11/2005. The Project has been implemented in two phases. The first phase was approved by the PC of Quang Binh Province through Decision No. 985/QD-UBND dated 14/04/2006. An EIA report for the first phase was completed in 2008. The EIA of phase I was already covered by an ES (Executive Summary) sent to Board at time of appraisal. . Project’s components, which were implemented in the first phase, are as follow: - Component 1: Controlling flooding, drainage and sewerage collection. - Component 5: Revolving fund and school sanitation program - Component 6: Enhancing capacity of relevant agencies. The first phase of sub-project extending from November, 2007 to the end of December, 2009, has completed basically about 90% of its major components, namely (i) Upgrading 5400m of existing sewers, upgrading and removing of existing manholes and covers, (ii) removing and reconstructing 16,150m of sewers and drains in Dong Phu ward, (iii) improving of Cau Rao river, Phong Thuy canal, Nam Ly lake, and Muoi drainage. The second phase of this sub-project consists of six components, including: (i) Component No. 1: Controlling flooding and drainage and sewerage collection; (ii) Component No.2: Wastewater treatment plant; (iii) Component No.3: Management of solid waste; (iv) Component No.4: Resettlement, compensation; (v) Component No.5: Revolving fund and school sanitation program; and (vi) Component No.6: Enhancing capacity of relevant agencies. Concerning to the second phase, two separated EIA reports are in line with splitting into two FS (Feasibility Study) reports, namely: - Environmental Impact Assessment report for Components No.1 and No.5 (EIA 1&5) - Environmental Impact Assement report for Components No.2 and No.3 (EIA 2&3) This EIA Executive Summary report (ES) covers both EIA reports for phase 2 (EIA 1&5 and EIA 2&3), including: (i) general description of environmental baseline conditions for researching areas of the four components, (ii) investment components, (iii) list of typical and specific environmental impacts for each component, (iv) Environmental management plan (EMP); (v) Community consultation and Public disclosure. Objectives of the environmental impact assessment report The objectives of the environmental impact assessment report for this Sub-project are as follows: i. To identify the positive/ negative impacts from pre-construction, construction and operation phases through the collecting of data on engineering, existing environmental baseline and socio-economic conditions as well as from consulting with local communities and agencies. ii. To propose mitigation solutions for these environmental impacts in order to reduce them to acceptable levels. iii. To design a feasible EMP to control and/or mitigate potential environmental impacts in construction phase and operation phase later. 1.3. Alternative options Component 1: Surface water drainage and sewerage systems There are three options of alternatives: (i) separated systems between surface water drainage and sewerage systems; (ii) surface water drainage and sewerage functions are joined in one system; (iii) combination of the above mentioned two alternatives; Principle of selection: Selected alternative was defined based on criteria as: (i) residential area encroachment; (ii) system management in operation phase due to salinity intrusion from the sea nearby Dong Hoi city. The area is urban and consists of two wards and sub-urban area which consists of seven communes/wards. Separated systems option increases land acquisition as well as social disturbance in the residential area that causes more serious environmental impact and cost in the project. Joined system for surface water drainage and sewerage, in the other hand, could be a challenge on system management issues for both surface water drainage because of salinity intrusion phenomenon from rivers nearby the sea, and sewerage problems. By consideration of: (i) existing drainage system that could be utilized in urban area with high density of population; and (ii) increasing ability of system management because of separated systems in sub-urban area , the third alternative option was selected. Component 2: Waste water treatment plant Alternatives are categorized by spatial location of structures (structures in one area or scattering in areas) and by waste treatment technologies such as: (i) facultative ponds; (ii) Biofilters; (iii) Oxidation ditches; (iv) Extended aeration; (v) Chemical enhanced primary treatment. Criteria for alternative analysis for spatial categorization are set as: (i) land availability; (ii) operation cost; and (iii) management skills. Joining area for structures of Waste Water Treatment Plant was finally selected. In technological categorization, based on criteria of: (i) cost for project investment; (ii) cost for operation; (iii) management skills; and (iv) system effectiveness, “facultative pondsâ€? option was selected because of low cost for investment and operation and acceptable effectiveness among others. Components 3 and 5 consist of small scale and simple construction items for which alternatives were not analyzed. One option for each was raised as described in project description section below. 1.4. PROJECT DESCRIPTION 2.1. Component No.1 - Drainage, flood control and sewerage system Project content consist of: (i) completion of joined drainage and sewerage system within urban area (Hai Dinh, Dong My wards); (ii) construction of separated drainage sytem and sewerage system in Duc Ninh Dong, Hai Thanh, Dong Son, Phu Hai wards, and Loc Ninh commune. Construction items selected in the project included: (i) drainage system with total 31.355km including 22 drainage gates and Rao river dregding and embankment for about 2.200 km in length; canal crossing Ngan bridge dregding for 0.45 km in length; (ii) sewerage system with 107.484km including 2 interceptors and 11 pumping stations. Component No.2 - Wastewater treatment plant The proposed waste water treatment plant (WWTP) will be constructed with capacity of 10,000 m3/day (in the year 2020) and be planned for extension up to capacity of 19,000 m3/day (in the year 2030). However, the EIA is related to the first stage of investment with its capacity of 10,000 m3/day. In this stage, total area acquisition for the WWTP is estimated as 14.52ha in Dong Con Cua and Dong Con Ngoi (cultivation area) nearby Le Ky river and the buffer zone for the WWTP is estimated as 25.88ha. The nearest residential area are Duc Thuy and Duc Hoa villages (in Duc Ninh commune) which are 940m away from the West of WWTP. The table below shows detail construction items in the WWTP. Table 2.1. Component No.3 - Solid waste management Main construction items in the component No.3 includes: - Upgrading the existing disposal compartments by supplementing bent with waterproof HDPE and installing gas burning tap produced from the compartments. - Upgrading the existing wastewater treatment ponds with four air blowers using solar&wind power and constructing artificial wetland area using flora to increase water treatment efficiency. Component No.5 – Household revolving fund and school sanitation program Revolving fund is for supporting house improvement. The school sanitation program includes 10 public toilets with 115m2/toilet in average and 20 latrines for school with area in average as 66m2/latrine. The general aim of revolving fund is to give credit support (small loans) for households who had been required for new construction, to upgrade sanitary latrines and newly build or upgrade self-penetrated septic tank to standard septic tank, to improve connections from the Thanglong Infrastructure Development JSC. 7 Executive Summary of EIA report phase II – Dong Hoi City Environmental Sanitation Project septic tanks to the city sewerage and to participate in minimize environmental pollution and minimize the number of people who have environmental relating diseases. 3. SUMMARY OF EXISTING ENVIRONMENTAL CONDITIONS 3.1. Climate – Meteorology Dong Hoi City is located in the tropical area in the Middle of Vietnam. There are two main seasons: winter (from October to March) and summer (from April to August). In winter, the rainfall level in Dong Hoi city is higher than that in other regions in Northern Vietnam. Summer is characterized by hot and dry weather. Frequently there are southwest winds which cause worse living conditions for local residents. 3.2. Air environment The summarization of air quality is divided by two areas: urban and rural. Urban areas Concentrations of required parameters except dust and noise satisfies the allowed levels in the TCVN 5937-2005 standard. The dust concentration in the city center is 1.5 times higher than its permitted value. Rural areas There are not much human activities causing air pollution in the rural area of Dong Hoi city. 3.3. Water environment Surface water Results of analyzing water quality in Le Ky and Nhat Le rivers(main water bodies of the region) show that many indicators and concentration of many pollutants (SS, NO2-,COD, BOD5, Coliform) are much higher than permitted levels in QCVN 08:2008/BTNMT, the National technical regulation on Surface Water Quality. The concentrations of BOD5, COD, and NO2- are 10-15, 8-10 and 5-10 times respectively, higher than the allowed values. Currently, the water in Le Ky River is not remarkably affected by the urban wastewater. The main pollution cause is agriculture and aquaculture activities. Ground water The previous analysis results of groundwater quality in Dong Hoi show that concentration of most environmental parameters are in line with QCVN 09:2008/BTNMT, the National technical regulation on Ground water quality. However, water is slightly saline; the content of iron is normally 1.0 – 1.5 mg/l. Some bored wells in residential areas are infected by coliform. Water from bored wells, and excavated wells should be treated before use as domestic water. 3.4. Dredging sediment The sediment quality of Cau Rao river and Cau Ngan channel satisfies the water demand for agricultural purposes. However, to ensure the environmental safety, excavated sludge should be for backfilling or cultivation plots with a higher threshold value. 3.5. Ecosystem - Duc Ninh WWTP: Located in flat, agricultural land area with no surrounding mountains or trees, hence, there are no natural ecosystems. - Ly Trach landfill area: There is forestry land around the landfill area with mainly pine trees, which are managed by Viet Trung Rubber Company. However, due to low economic efficiency, from May 2009, a large area of the plantation has been replaced with rubber trees. There are no natural ecosystems in this area. ASSESSMENT OF POTENTIAL ENVIRONMENTAL IMPACTS Results of Environmental impacts analysis in EIAs (EIA1&5 and EIA2&3) embracingly show positive impacts after project implementation. However, some minor impacts in three phases of the project including: pre-construction, construction and operation, typically described in the tables below should be considered for minimization. Social impact during project implementation is also summarized from Resettlement Action Plan report in which, land acquisition issues estimated as main negative impacts, are concentrated and presented in the following tables. 4.1. Component No.1 – Drainage, flood control and sewerage system Table 4.1. Other exhaust emission as NOx, THC, SO2, CO could generate from 1.18 to 6 kg/1000km; The waste water treatment plant is located in farming area which is far away from residential area (the nearest residential area of Duc Ninh commune is 940m to the plant) thus, the impact could be seen as minor to residents except small number of workers in the construction site. Noise Ground leveling for Duc Ninh - The nearest residential area to the construction waste water treatment plant site is Duc Thuy hamlet, Duc Ninh commune with by working machines 940m in distance. Noise level caused by machines is less than 64dBA and lower than Vietnamese standard (75 dBA following TCVN 5949-1998) Other construction machines - Houses locating nearby Le Loi road and inter- and transportation for service hamlet roads will be affected by noise generated road, WWTP and buffer from construction machines with noise level zones changes from 70 to 104 dBA according to types of machines, 10 to 20 dBA higher than US standard. However, construction activities last in a short time (some days) in each road section. 3 Domestic waste Domestic waste water at 6 m /day of domestic water generated from total water generation camping site 100 workers in camping sites. Therefore, no impacts are considered in pre-construction phase. Due to nature of this Component, there are no environmental impacts in construction period. - Ly Trach sanitary landfill site: Upgrade and improve Ly Trach landfill site from the existing landfill area. Because Ly Trach landfill site is located in a lowland area, separated from the residential area; and there are few construction items in the project, main environmental impacts on the project area during construction phase including dust, noise, water and soil is inconsiderable, temporary and will be ended when the project is completed. Only concerning issue in construction phase is health protection for workers. Every day they have to work in harmful environment so labour safety and provision of protection equipment should be paid special attention by the relevant stakeholders such as the PMU, Contractors and the CMC consultant. S 6. COMMUNITY CONSULTATION AND PUBLIC DISCLOSURE 6.1. Community consultation Community consultation is a key component in EIA process which is required by Worlbank safeguard policies and Vietnam decree No. 80/2006/ND-CP. Two rounds of community consultation were carried out by EIA consultant. First round The objective of first round consultation was to: (i) collect opinions/feedback from affected people and local authorities on environmental impacts as well as effective mitigation measures to complete EIA/EMP report; and (ii) have initial agreement in cooperation to local authorities during project implementation process. The Project implementation has positive impacts on socio-economic aspect, namely: contributing to improvement of living standard of local people, improvement of the environment from pollution condition, creating civilized feature of urban areas, raising awareness of environment protection from the community; 4. Coordinate with the local authorities in compensation, site clearance and settlement of issues arising in the implementation process to avoid complaints and ensure public order. 5. Guarantee no exhaust and dust dispersed to the residential area, no effect to rice cultivation, aquaculture and the local people and no influence on interior field irrigation and traffic system during the construction phase. 6. Apply more modern processing technology; comply strictly with the designed operation procedure to ensure that the treated water quality meets the current environmental standard with no smell dispersed in residential areas. 7. School toilets need to be studied, designed and arranged in a suitable manner to each school (which should not be similar) to ensure aesthetic aspect, convenient for use and avoid floods during rainy season; and It is necessary to pay attention to environmental sanitation activities for Nhat Le beach in arrangement of public toilets. 8. Sewerage connection from local households to sewerage collection pipe shall be executed by contractors instead of letting local to connect by themselves to ensure technical features; 6.2. Public disclosure As a Category A project, completed EA reports must be made available to the public in accordance with OP 4.01 para.19. The two EIA reports were disclosed locally by the City People’s Committee (CPC) to People’s Committees of 15 wards/communes in the project sites where document/information could be disseminated to affected households. The two EIA reports in both Vietnamese and English languages were also sent to VDIC (Vietnam Development Information Center) and Infoshop after NoLs (No-objection letters) had been issued. The detail information is presented in the following table. CONCLUSION With the Project’s specific characteristic as the improvement environmental sanitary conditions for Dong Hoi city, results of environmental impact assessment study for Component No. 1; 2; 3; and 5 - Second phase during the preparation process show that: 1. Second phase of Dong Hoi city Environmental Sanitation Project implemented, will be contributed to improve significantly the environmental appearance of this city, including: (i) improvement and new construction of the sewer system for rain-water and wastewater collecting to help overcome the inundated situations which generally Thanglong Infrastructure Development JSC. 48 Executive Summary of EIA report phase II – Dong Hoi City Environmental Sanitation Project cause unsanitary conditions (ii) domestic wastewater is treated to meet standards before discharging to receiving water bodies (iii) solid waste is collected and transferred to the regulated gathering site; reduce to minimum level of disposing solid waste on roads, public places, and surface water sources (iv) landfill site is upgraded to ensure sanitary conditions; hazardous waste is collected and treated separately in a strict accordance with technical procedures. 2. The implementation scope of the Second phase is wide over the city. Moreover, the wastewater treatment plant is constructed in DucNinh commune (suburb of the city) and the upgraded landfill site is located in Ly Trach commune, Bo Trach district, Quang Binh province. 3. Basically, potential (negative) impacts and favorable conditions/difficulties which affect mitigation implementing was also considered, evaluated through the project’s specific stages: Pre-construction, construction and operation stages. The environmental problems were screened and consulted at local area. Majority of local communities highly agree with the project implementation due to its long benefits. 4. An environmental impact mitigation program of each component, detailed environmental management plan in which the roles and responsibilities of stakeholders are identified and established. Estimation cost for environmental management and capacity building programs were also designed. This plan was presented in the community consultation meetings with the presents of province authorities and representatives of people affected by the Project.
