FINANCING AGREEMENT
AGREEMENT dated as of the Signature Date between KYRGYZ REPUBLIC
("Recipient") and the INTERNATIONAL DEVELOPMENT ASSOCIATION
("Association") for the purpose of (i) providing additional financing for the Original
Project (as defined in the Appendix to this Agreement) and activities related to the Original
Project; and (ii) amending the Original Financing Agreement and the Performance
Monitoring Indicators, as reflected in the Appendix to this Agreement.
The Recipient and the Association hereby agree as follows:
ARTICLE I - GENERAL CONDITIONS; DEFINITIONS
1.01.  The General Conditions (as defined in the Appendix to this Agreement) apply to
and form part of this Agreement.
1.02.  Unless the context requires otherwise, the capitalized terms used in this Agreement
have the meanings ascribed to them in the General Conditions or in the Appendix
to this Agreement.
ARTICLE II- FINANCING
2.01.   The Association agrees to extend to the Recipient a grant and a credit, both deemed
by the Association to be on concessional terms, as set forth or referred to in this
Agreement (collectively, "Financing") in the following amounts to assist in
financing the project described in Schedule I to this Agreement ("Project"):
(a)    an amount equivalent to one million eight hundred thousand Special
Drawing Rights (SDRI,800,000) ("Grant"); and
(b)    an amount equivalent to one million eight hundred thousand Special
Drawing Rights (SDR1,800,000) ("Credit").
2.02.  The Recipient may withdraw the proceeds of the Financing in accordance with
Section III of Schedule 2 to this Agreement.

2.03.  The Maximum Commitment Charge Rate is one-half of one percent (1/2 of 1%)
per annum on the Unwithdrawn Financing Balance.
2.04.  The Service Charge is three-fourths of one percent (3/4 of 1%) per annum on the
Withdrawn Credit Balance.
2.05.  The Payment Dates are November 15 and May 15 in each year.
2.06.  The principal amount of the Credit shall be repaid in accordance with the
repayment schedule set forth in Schedule 3 to this Agreement.
2.07.  The Payment Currency is Dollar.
ARTICLE III - PROJECT
3.01.  The Recipient declares its commitment to the objective of the Project. To this end,
the Recipient shall carry out Part 2 of the Project through the MOES in accordance
with the provisions of Article V of the General Conditions and Schedule 2 to this
Agreement.
ARTICLE IV - EFFECTIVENESS; TERMINATION
4.01.  The Additional Condition of Effectiveness consists of the following, namely that
the Recipient has updated the Project Operations Manual in a manner satisfactory
to the Association.
4.02.  The Effectiveness Deadline is the date one hundred and twenty (120) days after
the Signature Date.

SCHEDULE 1
Project Description
The objective of the Project is to improve the accuracy and timeliness of the
hydrometeorology services in Central Asia, with particular focus on Kyrgyz Republic and
Republic of Tajikistan.
The Project consists of the following parts:
Part 1.   Strengthening Regional Coordination and Information Sharing and
Services.
Provision of goods (including related installation services), consulting services and
training to:
(a)    improve the technical and organizational capacity of the EC-IFAS and the
RCH to coordinate the work of the National Hydrometeorological
Services and to promote information receiving, storage and exchange
among the National Hydrometeorological Services;
(b)    improve the regional system of training, re-training, and professional
development in the field of meteorology, hydrology and climate;
(c)    improve the provision of hydrometeorological services by the National
Hydrometeorological Services through: (i) improved early warning
systems for extreme events, including support to the CARFFGS; and (ii)
improved weather and river flow forecasting and climate change
assessment systems with access to, and use of, global and regional
numerical weather prediction products; and
(d)    support implementation of Part I of the Project and ensure full
coordination of activities under Part I of the Project and of those in Parts
2 and Part 3 of the Project.
Part 2.   Strengthening of Hydromet Services in Kyrgyz Republic.
Provision of goods (including related installation services), consulting services and
training to:
(a)    strengthen the institutional capacity of Kyrgyzhydromet, including
improvement of its human resources and its financial sustainability model
through: (i) technical support and training of Kyrgyzhydromet staff; (ii)
development and testing of an appropriate business model for the delivery
of commercial weather, climate and hydrological services in the Kyrgyz
Republic; (iii) revising the scientific methodological basis of the

Kyrgyzhydromet operations to World Meteorological Organization
standards; and (iv) preparation of a feasibility study for country-wide
modernization of hydrometeorological services, including integration and
strengthening of existing systems for monitoring and forecasting at
Kyrgyzhydromet and other relevant public bodies of the Kyrgyz Republic,
pursuant to criteria set forth the Project Operations Manual;
(b)    improve the hydrometeorological observation networks to provide more
timely extreme and hazardous weather warnings and a more efficient
national water resources management system through: (i) equipment
restoration and improvement for hydrological, agrometeorological and
snow-avalanche observation; (ii) establishment, refurbishment and/or
technical enhancement of national centers for meteorological data
collection; (iii) development of forecasting systems; (iv) creation of an
automatic monitoring system on high risk high-mountain lakes selected in
accordance to criteria set forth in the Project Operations Manual; (v)
creation of a mobile expeditionary subdivision for monitoring high risk
breakthrough lakes, glaciers and mudflow hazard sites;
(c)    enhance the service delivery system of Kyrgyzhydromet through: (i)
development of improved services provided by Kyrgyzhydromet
including expanded user access to informational products; and (ii)
specialized training to staff involved in service delivery; and
(d)    support implementation of Part 2 of the Project.
Part 3.    Strengthening of Hydromet Services in Republic of Tajikistan.
Provision of goods (including related installation services), consulting services and
training to:
(a)    strengthen the institutional capacity of Tajikhydromet, including
improvement of its human resources and its financial sustainability model
through: (i) technical support and training of Tajikhydromet staff, (ii)
development and testing of an appropriate business model for the delivery
of commercial weather, climate and hydrological services in the Republic
of Tajikistan; and (iii) revising the scientific methodological basis of the
Tajikhydromet operations to World Meteorological Organization
standards;
(b)    improve the hydrometeorological observation networks to provide: (i)
more timely extreme and hazardous weather warnings; and (ii) a more
efficient national water resources management system through: (A)
equipment   restoration  and   improvement    for   hydrological,
agrometeorological and snow-avalanche observation; (B) establishment,

refurbishment and/or technical enhancement of national centers for
meteorological data collection; and (C) development of forecasting
systems;
(c)    enhance the service delivery system  of Tajikhydromet through: (i)
development of improved services provided by Tajikhydromet including
expanded user access to informational products; (ii) development of a
national framework for climate services, in line with the Global
Framework for Climate Services; and (iii) specialized training to staff
involved in service delivery; and
(d)    support implementation of Part 3 of the Project.

SCHEDULE 2
Project Execution
Section I.   Implementation Arrangements
A.     Institutional Arrangements.
1.     The Recipient, through the MOES shall carry out Part 2 of the Project in
accordance with the requirements, criteria, organizational arrangements and
operational procedures set forth in the Project Operations Manual, and shall not
assign, amend, abrogate or waive any provisions of the Project Operations Manual
without prior approval of the Association.
2.     The Recipient shall maintain the PIU under the MOES throughout the duration of
the Project with organization, resources, staffing and terms of reference at all times
satisfactory to the Association.
3.     The Recipient shall maintain the Project Management Committee throughout the
life of the Project in accordance with the provisions set forth in the Project
Operations Manual.
4.     The MOES, through the financial and accounting unit of the PIU, shall have overall
responsibility for financial management and disbursement functions.
5.     The Recipient shall cause the Project Management Committee and the PIU to
coordinate and collaborate with the PMU for implementation of Part I of the
Project, in accordance with the provisions set forth in the Project Operations
Manual.
Section II.   Project Monitoring, Reportinm and Evaluation
The Recipient shall furnish to the Association each Project Report not later than
forty-five (45) days after the end of each calendar semester, covering the calendar
semester.
Section III.  Withdrawal of the Proceeds of the Financing
A.     General
Without limitation upon the provisions of Article II of the General Conditions and
in accordance with the Disbursement and Financial Information Letter, the
Recipient may withdraw the proceeds of the Financing to finance Eligible
Expenditures in the amount allocated and, if applicable, up to the percentage set
forth against each Category of the following table:

For the purpose of this table:
(a)   "Incremental Operating Costs" means the incremental operating expenditures
incurred by the Project Implementing Unit on account of the Project
implementation, management, monitoring and evaluation, including salaries of
contractual staff (but excluding salaries of officials of the Recipient's civil service)
and the associated Social Charges, office rent, office materials and supplies,
utilities, communication costs, transport and vehicle maintenance costs, support for
information systems, translation costs, bank charges and travel and per diem costs
of the PIU's staff and other reasonable expenditures directly associated with
implementation of the Project activities, all based on an annual budget acceptable
to the Association; and
(b)   "Training" means Project related study tours, training courses, seminars, workshops
and other training activities, not included under goods or service providers'
contracts, including costs of training materials, space and equipment rental, local
travel, per diem costs of trainees and trainers' fees, and interpretation and translation
services.

B.     Withdrawal Conditions; Withdrawal Period
1.    Notwithstanding the provisions of Part A of this Section, no withdrawal shall be
made for payments made prior to the date of this Agreement.
2.     The Closing Date is March 31, 2021.

APPENDIX
Section I.    Definitions
1. "Anti-Corruption Guidelines" means, for purposes of paragraph 5 of the
Appendix to the General Conditions, the "Guidelines on Preventing and
Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA
Credits and Grants", dated October 15, 2006 and revised in January 2011 and as
of July 1, 2016.
2.     "Category" means a category set forth in the table in Section III.A of Schedule 2
to this Agreement.
3.     "Central Asia Regional Flash Flood Guidance System" or "CARFFGS" means
the virtual flash flood monitoring and assessment system developed under a project
and guidance of the World Meteorological Organization (WMO) with support
from the United States Agency for International Development (USAID),
Hydrologic Research Center (HRC) and the United State National Weather Service
(US NWS), operated by Central Asia Regional Flash Flood Guidance System
Regional Centre (CARFFGS RC, Astana) within Kazhydromet.
4.     "EC-IFAS" means the Executive Committee of the Intemational Fund for Saving
the Aral Sea.
5.     "General Conditions" means the "Intemational Development Association General
Conditions for IDA Financing, Investment Project Financing", dated July 14,
2017.
6.     "Global Framework for Climate Services" means the Framework proposed by the
World Climate Conference-3 (Geneva, 2009) and subsequently endorsed and
created by the Extraordinary Session of the World Meteorological Congress
(Geneva, 2012), which also established the Intergovemmental Board on Climate
Services (IBCS) to serve as the governance of the GFCS.
7.     "Kazhydromet" means the National State-run Enterprise "Kazhydromet" under the
Ministry of Energy of the Republic of Kazakhstan, established in accordance with
Resolution #185 dated March 2, 1999 "About the establishment of the Republican
State Enterprises Kazhydromet and Kazaviamet of the Govemment of the
Republic of Kazakhstan."
8.     "Kyrgyzhydromet" means the Agency on Hydrometeorology (Kyrgyzhydromet)
established under the Ministry of Emergency Situations of the Kyrgyz Republic
and functioning pursuant to Resolution No. 572 approved by the Government of
the Kyrgyz Republic on September 14, 2017, amending and replacing Regulation

No. 130 approved by the Government of the Kyrgyz Republic on March 5, 2010,
in charge of implementing Part 2 of the Project.
9.    "National Hydrometeorological Services" means, collectively, one or more of the
entities in charge of developing and providing national hydrometeorological
services for and in each of the Kyrgyz Republic (through Kyrgyzhydromet), the
Republic of Kazakhstan (through Kazhydromet), the Republic of Tajikistan
(through Tajikhydromet), Turkmenistan (through Turkmenhydromet), and the
Republic of Uzbekistan (through Uzhydromet, and the World Meteorological
Organization Regional Specialized Meteorological Center (WMO RSMC) hosted
by Uzhydromet).
10.   "Original Financing Agreement" means the financing agreement for the Original
Project between the Recipient and the Association, dated August 23, 2011 (Grant
No 4943-KG and Credit H678-KG), as amended through the Signature Date, and
as the same may be further amended from time to time in accordance with its terms.
11.   "Original Project" means the Project described in Schedule I to the Original
Financing Agreement.
12.   "MOES" means the Recipient's Ministry of Emergency Situations, or any
successor thereto.
13.   "Project Implementation Unit" or "PIU' means the Project implementation group
established within MoES pursuant to MoES's Order No.161 dated February 20,
2018 and in accordance with the provisions in Section I.A.2 in Schedule 2 to this
Agreement.
14.   "PMU' means the Project management unit established within the EC-IFAS,
responsible for the implementation of Part I of the Project, including the
coordination with the Project Management Committee in each of Kyrgyz Republic
and Republic of Tajikistan.
15.   "Procurement Regulations" means, for purposes of paragraph 87 of the Appendix
to the General Conditions, the "World Bank Procurement Regulations for IPF
Borrowers", dated July 2016, revised November 2017.
16.   "Project Management Committee" means, indistinctively, the individual
committee in each of Kyrgyz Republic and Republic of Tajikistan in charge of
overall management and coordination of Part 2 and Part 3 of the Project,
respectively, and coordination with the PMU.
17.   "Project Operations Manual" means the manual, adopted by the Recipient and to
be updated pursuant to Section 4.01 of this Agreement, setting forth the operational
and administrative responsibilities, procedures and rules for the implementation of

Part I of the Project, including a manual of financial management procedures that
sets out procedures for Project accounting, reporting and audit, disbursements,
flow of funds and management of the designated account, as the same may be
further amended from time to time with the agreement of the Association.
18.   "RCIF' means the Regional Center of Hydrology, established and functioning
pursuant to the Decision of the Board of the International Fund for Saving the Aral
Seas (IFAS), dated August 23, 2002, on the Establishment of the Regional Center
of Hydrology (RCH), and the Regulations of the Regional Center of Hydrology,
as adopted by Decision of the Board of IFAS dated March 27, 2004 (#5 on the
adoption of the Regulations on the IFAS Regional Center of Hydrology).
19.   "Signature Date" means the later of the two dates on which the Recipient and the
Association signed this Agreement and such definition applies to all references to
"the date of the Financing Agreement" in the General Conditions.
20.   "Social Charges" means any payments or contributions for health benefits,
unemployment benefits, disability insurance, workers' compensation benefits,
retirement (pension or social security) benefits, and life insurance, or any other
benefits according to the Recipient's legislation.
21.    "Tajikhydromet" means the State Institution for Hydrometeorology of the
Committee on Environmental Protection under the Government of the Republic of
Tajikistan, established by Resolution 458 dated October 1, 2008 of the
Government of Republic of Tajikistan in charge of implementing Part 3 of the
Project.
22.    "Turkmenhydromet" means the National Committee for Hydrometeorology under
the Cabinet of Ministers of Turkmenistan operating under the Law of
Turkmenistan on Hydrometeorology Activity, No. 392-1 dated September 15,
1999, and Provision #11440 on the National Committee for Hydrometeorology
under the Cabinet of Ministers of Turkmenistan, approved by the Decree of the
President of Turkmenistan dated January 21, 2011.
23.    "Uzhydromet" means the Center for Hydrometeorology Services under the
Ministry of Emergency Situations of the Republic of Uzbekistan, originally
established on May 7, 1921, currently operating under Resolution #606 of the
Cabinet of Ministers dated August 9, 2017 (earlier # 183 dated April 14, 2004).
Section II.  Amendments to the Oriainal Financing Agreement and Revised
Performance Monitoring Indicators
The Recipient and the Association hereby agree to amend the Original Financing
Agreement and revise the Performance Monitoring Indicators as follows:

1. Section 3.01 of Article III to the Original Financing Agreement is revised to reflect
the change in implementation arrangements for Part 2 of the Project, through the
transfer of implementation responsibility to the MOES, and shall read as Section
3.01 of Article III to this Agreement.
2. Schedule I to the Original Financing Agreement is hereby replaced with Schedule
1 to this Agreement, and defined terms used in Schedule 1 to this Agreement shall
be read to mean as defined in Section I of the Appendix to this Agreement.
3. Section L.A of Schedule 2 to the Original Financing Agreement is replaced with
Section I.A of Schedule 2 to this Agreement, in order to incorporate the revised
implementation arrangements.
4. Paragraph B.2. of Section IV of Schedule 2 to the Original Financing Agreement
is amended to extend the Closing Date, and shall read as follows:
"2. The Closing Date is March 31, 2021."
5. Section I of the Appendix to the Original Financing Agreement is amended to
introduce the defined terms "PIU" and "MOES" to read as follows, and all
references in the Original Financing Agreement to PCU shall be read to mean PIU,
under the MOES.
"MOES" means the Recipient's Ministry of Emergency Situations, or any
successor thereto.
"Project Implementation Unit" or "PIU" means the Project
implementation group established within MoES pursuant to MoES's
Order No. 161 dated February 20, 2018 and in accordance with the
provisions in Section I.A.2 in Schedule 2 to this Agreement.
6. The Attachment to the Supplemental Letter No. 2 is amended and restated to
read as set forth in the annex to this Section II of the Appendix to this Agreement.
