The revised plans, costing and draft tender is expected before the end of the calendar year 2021. In the meantime, the foundation and structural work has started and is currently under way. The preparatory works are financed by the Government out of the perimeter of the project.  Component 1 (Strengthening capacity of the National Statistics Office): A number of activities under this component have been implemented in the past 6 months. The World Bank team is providing regular technical assistance to the Institute of Statistics on the population census operation, advising them on the choice of technology, staffing, and logistics of the operation. Since April, an 10/25/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Economic Management and Statistics Development for Policy Making (P171777) international consultant was hired within the project to support the institutional transition of INSTAD, and the implementation of the national statistical system and he provided recommendations to INSTAD on the way forward. The national committee on statistics and methodology was put in place in June. An international expert was hired to support INSTAD in the production of the census project manual. INSTAD has signed a convention with ANSD (Senegal) to train statistical engineers from Djibouti. The first cohort of 20 candidates, for whom the national competition was held, were selected and sent to Senegal to begin their academic year. A convention has also been negotiated between the INSTAD and Afristat who will provide support and training to the Institute in the production, analysis and publication of the main economic statistics, and is pending signature. In the coming months, INSTAD is envisioned to recruit three international experts (demographer, cartographer, and IT specialist) who will support the population census, to undertake a study trip or obtain technical assistance in areas that require capacity building, and create the Bureau Central du Recensement (BCR), and begin the pilot phase of the cartography exercise. INSTAD continues its focus for 2021 and the first quarter of 2022 on the institutional transition, the improvement of economic statistics, the implementation of the pilot population census, and the mapping exercise that is planned for 2022.  Component 2 (Modernization of economic and management tools and processes): Negotiations with UNCTAD related to the convention for the upgrade of the IT system of the debt management are now concluded and the convention is expected to be signed before the end of November 2021. The call for applications for all the Long-term technical assistances for the budget preparation and investment planning have been advertised and the technical assistants are expected to be on board before the end of the calendar year 2021. The development of a DSA model and the preparation the Medium-Term Debt Strategy (MTDS) initially planned under the project will now be supported by the multi-donor trust fund Debt Management Facility (DMF) managed by the World Bank.  Financial management: After the replacement of the previous Financial Management Specialist, the project’s financial management has considerably improved. The Quarterly Financial Management report is produced on time . The World Bank team recommended that that October, November, and December 2020 be included in the 2021 audit planned for June 2022. The hiring of the external auditor for the 2021, 2022 and 2023 fiscal years is expected to be completed by the end of November 2021.  Procurement : The processing of priority activities of the procurement plan was delayed over the last six months due to the weak capacity and turnover of the PIU procurement staff. In recent months, the PIU has been subcontracted procurement function to another World bank financed project PIU.
