It has completed two years of its five year duration Page 1 of 7 The World Bank Report No: ISR83 (40%) that ends in September 2013. Public Disclosure Copy Project status was reviewed jointly in July 2010 followed by a joint bi-monthly review meeting in September 2010. The project performance is mixed with encouraging progress in the implementation of technical aspects but poor progress in the implementation of planned major institutional development interventions. The positive progress is reflected in several ongoing activities such as; (i) water information system development, ground water surveys, bathymetry survey and water quality monitoring of Lake Tana; (ii) participatory watershed management with 19 micro watershed plans developed by the concerned communities; (iii) flood preparedness and early warning activities, some of which were tested and operationalized with selected communities during the past 2010 flood season; and (iv) a proposal which is being reviewed by the Ministry of Water and Energy (MoWE) and National Meteorological Authority (NMA) for installation of a Radar facility in the project area. Several institutional development targets, which if not implemented and completed without further delay, would affect the achievement of the development objectives. These include the prolonged delay in: (i) critical staffing of Abbay River Basin Organization and Tana sub-basin Organization: (ii) establishment of Beles sub-basin organization; (iii) review and clearance of the recommendations of Growth and Endowment Study of Tana and Beles sub basins by the National Steering Committee; and (iv) finalization of proposals for capacity building of the institutions in Amahara and Beninshangul regions (which correspond to Tana and Beles sub basins) to stimulate growth and development. Recently, the Bank management (Sector Manager) has discussed the implementation status and issues with the Minister, Water and Energy for his early attention. It is encouraging to note that the Ministry has completed the selection of key staff for Beles Sub Basin organization (BeSBO). These staffing appointments are pending clearance from the Regional president. In addition, the office space for the BeSBO is being selected. The Bank task team understands that the Minister is following up the staff appointments and office spacing directly with the Regional President, and the Ministry expects to complete the initial establishment of the BeSBO by mid Dec 2011, which is a legal covenant to be completed by Dec 31, 2011. In addition, interim Director for the Abbay River Baisn Authority has been appointed. The Bank and the Government project teams will review the progress in detail in January 2011 and take action to update the ratings and take necessary remedial actions to address the remaining issues.
