Day-to-day administrative and project management capacity of the PIUs are improving steadily. The project has been engaged in high-level strategic policy dialogue on governance and institutional arrangements in WURI Phase 1 countries to enable a whole-of-government approach to service delivery, underpinned by a universal foundational unique identification system, open to all persons in the territory, irrespective of nationality or legal status. MPA Table Multiphase Programmatic Approach (MPA) Status MPA Table Body The $395 million West Africa Unique Identification for Regional Integration and Inclusion (WURI) MPA Program will help build foundational unique identification systems that are inclusive of all persons in the Economic Community of West African States (ECOWAS) territory, irrespective of nationality, citizenship or legal status. The Program will help improve access to services, including safety nets, social registries, health and pension programs, financial and digital inclusion, women and girls’ empowerment, and labor mobility. The Program furthers the World Bank Group’s twin goals of ending extreme poverty and boosting shared prosperity, and directly supports the ECOWAS regional strategy 2019-2023, which aims to raise the living standards of the populations in its member countries. Phase 1 of the WURI MPA Program, with $122.1 million in International Development Association (IDA) financing, was approved on June 5, 2018 with Côte d’Ivoire, Guinea and the ECOWAS Commission, to help achieve human development goals in participating countries. On April 28, 2020 the World Bank approved $273 million IDA financing for Phase 2 of the MPA program with Togo, Benin, Burkina Faso and Niger, to facilitate access to services for people, especially women and the poorest segments of society. A Mid Term Review (MTR) for the WURI MPA program will be conducted in September, 2021, and is expected to generate lessons for the MPA overall.
