This final ISR reports on the findings of a video conference conducted in December 10-11, 2015 and technical missions from February 24 and March 5, 2016, and on April 1, 2016. During the missions an overall review of the project progress and implementation was performed. In April 1, 2016 a complete review of the project indicators and the counterpart funding from ITAIPU was performed and updated in the portal. Disbursement. The project disbursement has reached 83% of the GEF grant. The ITAIPU counterpart funding has reached 116% of the agreed funds corresponding to the purchases of 4x4 vehicles for project implementation and strengthening SEAM and INDI, constructions of new offices for SEAM and INDI, goods, salaries and the implementation of subprojects and reforestation activities in the Corridor area (Preserva Program). ITAIPU will continue financing pending activities between the four months grace period after the closing date of the project. The Bank-financed Sustainable Agriculture and Rural Development Project (PRODERS) counterpart funding reached 58% of the agreed counterpart funding. Component 1. A total of 1325 subprojects are under execution (or have already been executed); 1053 in rural areas and 272 in indigenous communities. About 14,000, people including 55 indigenous communities, have benefited from the project. About 27% of the beneficiaries of subprojects are women, and 73% are men. Subprojects include restoration of rural landscapes with native species, planting of important commercial species for substance farming such as yerba mate, establishment of bee hives for honey production and pollination, riparian protection of small watersheds, development of tree nurseries, among others. The Task team from the World Bank found during the field visit of Februrary 2016, the implementation of subprojects very satisfactory, the PIU has develped a strong parthership witth rural farmers, indigenous communities, NGOs, farmers associations in orde to develop the subrprojects in many far locations within the corridor. Watershed Planning. Micro-watershed participatory plans have been developed for 10 micro-catchments located within the Corridor, in addition to 10 more that were developed by PRODERS. Component 2. The project established different alliances in the territory with national agencies and private sector to increase the number of hectares under conservation and legally protected in the Corridor, which will contribute to several project's indicators. Protected Areas management plans. The project has supported the preparation of environmental management plans for two protected areas within the Corridor: Ñacunday National Park and Ybytyruzu Managed Resources Preserve. Indigenous communities present in the area (e.g. Ache from Puerto Barra and Mbya from Ñacunday) have participated in the development of these management plans. Implementation of management plans. Infrastructure works to benefit public protected areas are progressing; they are being financed with ITAIPU's co-financing. Contracts have been awarded to revamp and build new civil infrastructure works (e.g. housing and offices for park rangers and visitors) in two protected areas (Caazapá and Ñacunday National Parks). Also a tourism plan for these protected areas is under preparation. With support from the Project, two public protected areas have finished their respective land titling process in favor of SEAM: the Ñacunday National Park, and a 500ha plot of land, located in San Rafael/Tekoha Guasu, which was donated by the NGO Guyra Paraguay to SEAM. Private reserves. The project has supported the creation of seven private reserves and the financing of the technical studies that are required by SEAM for their creation. Thus, a result of the project a total of 23,619 hectares will be protected as private reserves in the Corridor, exceeding the project intermediate indicator of 17,000 hectares. Institutional Strengthening. The project has contributed to the Institutional strengthening of SEAM, MAG and INDI. For instance, it has supported SEAM with the: i) hiring of consultants to improve communication of biodiversity issues and increase GIS capacities to monitor of land use issues affecting the corridor territory, ii) technical training at national and international level (staff of SEAM have traveled to international environmental conferences in Durban and Paris), iii) infrastructure development in SEAM (new building for the Protected Areas Department and park rangers housing in Nacunday protected area), iv) financing of studies to improve policy and regulations in protected areas, forest conservation, valuation of the economic cost environmental damage, among other studies; INDI: i) construction of a new Office and creation of an Environmental and Social Unit in INDI, ii) hiring of six consultants, iii) purchase of 4x4 vehicle, office equipment, computers and printers; MAG/PRODERS: capacity building activities on integrated pest management, application of the Safeguards Policies, agroforestry, and conservation of the rural landscapes lead by international (CATIE) and national experts. Capacity Building for more sustainable land use. A total of 106 trainings and courses have been conducted in the Corridor territory having participation of small and large farmers, indigenous communities, NGOs and other stakeholders from diverse groups and locations in topics such as agroforestry, integrated pest management, safeguards policies, forest certification, environmental legislation, among others. More than 120 schools of the Corridor have received high quality environmental education and teaching material to support biodiversity knowledge and promote forest conservation. Dissemination. A comprehensive communications campaign has been designed and is on-going, including the participation of the Project in various national and international events (among these, the World Forestrt Congress, held in Durban in 2015; the UNFCCC CoP21, held in Paris in December 2015; etc.), social media (e.g. Facebook), development of a new Project's website, media coverage (e.g. radio and internet) of key activities, installation of numerous road signs along the biodiversity corridor and the organization of an international forum held during April 4-6, 2016 to share the project results, discuss challenges and opportunities for the conservation of the Atlantic Forest Corridor. Indigenous Peoples Plan (IPP). A very strong collaboration with INDI has been fostered by the Project, in order to facilitate the implementation of its IPP and close coordination with 55 indigenous communities living in the Corridor which will support the outcomes' sustainability beyond the Project's closure. Additionally, ITAIPU has hired three staff to work with the indigenous communities team. This collaboration has led to very satisfactory development and execution of IP community subprojects, and has also allowed to build participation channels and full coordination and participation of local indigenous communities in the project. Implementation Completion and Results Report (ICR). Consistent with World Bank guidelines, the ICR team will assess each aspect of the Global Environment Objective (GEO). The ICR will assess to what extent the sub-projects promoted sustainable land use management. In addition, the ICR preparation will collect, analyze and present additional data and information. The PIU sent a progress report on January 30th, 2016 and a final report will be prepared after April 10th, 2016. A preparatory mission for the ICR will be held by mid-April, 2016.
