Progress toward achieving development objective(s): Substantial progress has been made towards achieving the project development objectives. The project is now over 75% complete and the progress indicates that the project will have significant positive impact on the environment, reduction in flooding and high impact on property values in the city center. The percentage of operating, maintenance and depreciation costs from wastewater services recovered as user fees has reached 78%. In addition, the city has taken steps to improve institutional arrangements for drainage and wastewater management in HCMC. There are some delays in diversion of a 2m water pipe; the Saigon River Crossing; and canal rehabilitation activities. It requires also to speed up the processing of contract amendments, as-built documents and final accounts of completed and ongoing contracts. The performance of 6 irrigation systems have been improving with 93% completion of procurement of civil works and goods in a form of 190 signed civil works contracts. 66 Water User Groups (WUGs) have been established and 66 Agricultural Development Plans have been prepared, and approved and implemented . Implementation of ADPs has been successful with introduction of volumetric contract. However, due to price fluctuation and escalation the Project could only cover 70% of the work envisaged at appraisal. Discussions will be held on how to provide additional funding so that the project development objectives could be achieved. Progress toward achieving development objective(s): Overall, the FSDP is making good progress towards achieving the Project Development Objective. Under the Smallholder Plantation Component, about 30,000 hectares of plantations have been established. An internal plantation quality assessment, using international certification standards and criteria of the Forest Stewardship Council (FSC), has been completed. This assessment provides a comprehensive overview of the achievements made under the smallholder plantation program in terms of forest land allocation, household participation and plantation establishment and confirms the economic profitability of the project's plantation models. The assessment also indicates that about 70 percent of the participating households could - with some efforts of improved field implementation - potentially join a FSC group certification scheme and receive a FSC certificate. The demonstration of successful smallholder forest certification could help Vietnam in achieving internal sustainable forest management standards more broadly and, in the longer term, ensure sustained access to international timber export markets where requirements for good forest management and legal timber sourcing are becoming more stringent. Under the Special Use Forest Component, the Vietnam Conservation continues to operate well. A total of 74 SUF grant proposals are under implementation helping to improve basic management capacity in Vietnam's priority nature reserves and national parks. Good progress is also being made in developing the policy framework for co-management approaches with local communities in nature reserves. Progress toward achieving development objective(s): The project is on track to meet its development objectives. The investments in the transmission network have been effective in reducing bottlenecks and enhancing efficiency in the transmission system and the completed DSM sub-component has reduced peak demand by 230% of the target value. The investments have contributed to reductions in total transmission system losses to 2.45%, below the project target of 4.35%. The investments in 110 kV sub-transmission lines and substations in rural areas have brought key power supply centers closer to rural consumers, thereby reducing losses and increasing availability and reliability of rural distribution networks. They have contributed to reduction in total distribution losses to 6.76%, surpassing the target of 8.65%. The rehabilitated grid connected hydropower plants are now providing power to the grid and the off-grid plant will improve access for households in the areas they serve. The additional financing would help finance the costs associated with: (a) completion of the original project activities as a result of an unanticipated financing gap , including the completion of the original target of about 1,200 communes, compared with the current expectation of about 968; and (b) implementation of expanded activities that will scale up the project's impact and development effectiveness by increasing the number of communes from 1,200 to 1,500. As a result of the two uses of the additional financing, an estimated 532 communes or about 550,000 households will receive access to good quality, affordable electricity. Progress toward achieving development objective(s): The project is making progress toward achieving its Development Objective. To date about 84% of total works for subprojects under the original credit has been done, with 767 out of 967 project communes, or 79.3%, have electricity service and is put into operation. The implementation of the 599 project communes, financed by the additional financing, is progressing. To date all the subprojects proposed under the AF have been approved, 30% of these communes are under the construction, and the others left are under the procurement process. Progress towards the GEO indicator of 259,000 tons of carbon emissions reduced by the end of the 2011 would be achievable. To date with 757 communes have been rehabilitated and carbon emission reductions reduced is estimated about 185,465 tons. For the Technical Assistance component 1,120 LDU staff are being technically trained. Progress toward achieving development objective(s): The project continues to make progress toward achieving its development objectives. Subsequently to successful pilot in 2009, the Treasury and Budget Management Information System (TABMIS) was rolled out and operational in the central ministries and treasury, as well as financial and treasury offices in 16 out of 63 provinces. Toward the end of the Fiscal Year (FY), progress was slowed down slightly due to several interruptions in system operation. In other areas, the pilot medium-term fiscal and expenditure frameworks have been successfully conducted in 6 ministries and 4 provinces, and further work was steadily undertaken to consolidate the achieved pilot results. Debt management was further progressed through further capacity building in risk management and forward-looking debt management strategy and program, which are relatively new but critical for Vietnam. Implementation of the domestic debt recording system (DMFAS) has yet to start due to delayed finalization of contractual arrangements. Overall, key project activities are either completed or on-track with expected completion beyond the current project closing date (February 2011).
