Progress towards fulfilling each of the conditions is as follows: a) Subsidiary Agreement: The legal opinion from the Ministry of Justice was received during the mission. Thus, IERD has commenced the process of signing the Subsidiary Agreements with the states, in accordance with Section I.B of Schedule 2 of the Financing Agreement; b) Project Implementation Manual (PIM): a draft PIM was shared with the World Bank during the mission. The World Bank team provided comprehensive comments and a final version is expected by April 6, 2021. Comprehensive feedback for each component of the work plans was provided by the mission. Final versions of the work plans are expected before the effectiveness deadline.  Six states developed costed action plans for the recruitment and deployment of new teachers. The WB conducted a workshop with all the states on March 15th, 2021, and a final version of the plans is expected on April 6, 2021.  States constituted State Project Steering Committees (SPSCs).  The SPIUs and NPCU have opened accounts at the Central Bank of Nigeria and commercial banks, respectively and have been set up on Systematic Tracking of Exchanges in Procurement (STEP).  The SPIUs and NPCU received training on fiduciary, procurement, and environmental and social issues from World Bank specialists/ An additional training on environmental and social issues was conducted on March 16th, 2021.  Katsina SPIU engaged the services of a firm to carry out the GBV Service Provider Mapping. Other states will rely on the GBV Service Provider Mapping which is ongoing under various WB projects.  SPIUs submitted a list of school sites for the construction of secondary schools.  School-based management committees (SBMCs) are operational in all states. The SBMC manual is being developed to guide the management of School Improvement Grants.  SPIUs have developed terms of reference (ToR) to hire consultants and technical partners for multiple interventions (communications campaign, digital literacy skills, safe spaces), and are ready to start the process once resources are available.  A workshop on the impact evaluation of the project that will be conducted for component 2.2 was held on March 3, 2021.  NPCU is expected to hire key consultants to support the environmental and social issues related to the project, as well as the implementation of some of the components. The GRM consultant, E&S consultant, Social norms/communications consultant; and construction consultant are expected to be hired by April 2021.  A comprehensive monitoring and evaluation strategy using third party monitoring will be developed. An initial workshop will be organized in April 2021.
