Component 1: Strengthening Institutional Capacity and Developing Human Resources The adoption of the New National Strategy for the Development of Statistics that was postponed due to the political context is now planned for July 2021. After the adoption, the strategy will be approved by the government by the end of July 2021. INSEED has started implementing the training plan that allows increasing the number of staff trained to 77 which is 1.5 times the target of the project (50 staff). Due to the restriction due to Covid- 19, much of the training has been carried out virtually. Since the beginning of the project, 37 scholarships have been provided including 16 in 2017/2018, 9 in 2019/2020, and 12 in 2020/2021. 35 staffs of INSEED have been trained and many training activities are planned in the new PTBA. Component 2: Data Collection, Processing, Analysis, and Dissemination 6/28/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Chad Statistical Development (P159434) Despite the political crisis in the country and the launch of OP7.30, significant progress has been made in the preparation of the second national households survey. As of today, all the technical documents including the methodology, questionnaires, sample of the survey are available. The survey's technical team participated in all the technical workshops provided by the poverty team to all the ten countries participating in the harmonized survey. INSEED is planning to do the pilot of the survey in July-august before the data collection planned for September. However, the non-standard unit survey data collection initially planned for may have been postponed because of the OP7.30 in place in the country. Together with the bank team, INSEED has adjusted the planning of the survey activities, and the non-standard unit survey will now be done at the same time as the household survey. Four rounds of high-frequency surveys have been done to monitor the impact of Covid-19 on the Chadian population. The data of these rounds are available and the brief of the three first rounds are available while the brief of the last round will by the end of June. The technical assistance received by INSEED during this exercise allows it to implement two rounds of the survey on refugee households. Regarding the production of macroeconomic statistics, a peer evaluation mission of rebasing national accounts has been done from 9 to 11 February 2021. The CPI of the first quarter has been validated and the report of the first four months of 2021 is publicly available. The calculation of the construction cost index is now completed and INSEED is working for the dissemination of the index. Component 3: Project Management and Improving of IT infrastructure In addition to the online version of the data portal through the link https://anad.inseed.td, INSEED has completed the work on setting up the offline portal. The servers room is now available and the procurement process to acquire the equipment for servers is currently ongoing. This will improve the quality of the dissemination of statistics. The audit of the project is currently ongoing and the first draft of the report has been shared with the project. The final version of the report is planned for June 30.
