All activities of component 1: Baseline Assessment, Strategy Design and Environmental Safeguards Management have been finalized. 2. A communication strategy and a series of communication materials has been developed. COMPONENT 2: Capacity Building, Training and Support to Enhance the Sustainability of ASM 10/6/2016 Page 1 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Ethiopia: Support to Artisan Miners (JSDF) (P125487) 3. A small grants manual has been drafted and agreed upon 4. Due to the longevity of the negotiations and the absence of a finalized small grants scheme, the implementation of the small grants scheme was delayed, but started in August 2016. 5. Business proposal for the small grants have been collected from 20 Women Economic Strengthening Groups (WESGs) which have 505 women only members. 6. The technical training for efficient, safe and eco-friendly mining techniques & basic geological assessment has been successfully finalized in all regions. 7. The technical training consultants assessed technical equipment needs in the selected communities, and a list for the needed equipment for gold, gemstones and salt has been shared with the Task Force . 8. The acquisition of equipment under the updated small grants scheme has been delayed due to the delay in the start of the technical training, the procurement process has started in September 2016. 9. As per the restructured project plan, a separate budget was put aside to support the female salt miners in Afar. The GoE has decided not to use this budget for specific additional activities in Afar. The budget will instead be allocated to the small Grants budget. COMPONENT 3: Improvement of Basic Services and Access to Health Facilities 10. All regions are on track with procurement and construction of WASH facilities, construction will be finalized by October 2016. Next Steps: 11. Financial management of the project remains a concern: disbursement is low, and FM reports are submitted late. The Project will need to work on improving this 12. Considering the remaining work and the limited time left, a detailed calendar has been developed with the Taskforce for the finalization of the remaining tasks: the implementation of the small grants scheme and the procurement of technical equipment. 13. An M&E report will be published shortly To allow the project to finish its activities and thus accomplish its objectives, the Government of Ethiopia has requested a 6-month extension of the closing date, to finalize the acquisition and distribution of technical equipment under component 2. As such, not every woman in the targeted mining communities did receive the training; but every women's group delegated a certain number of representatives to participate in the training activities, which were organized on a regional level. The women that have received the training will in their turn organize sessions for the members of their communities to share what they have learned, this reaching a broader group. The group trained also included represnetatives of local and national government; to allow them to also apply the knowledge on a regional and national scale. The technical training for efficient, safe and eco-friendly mining techniques & basic geological assessment has been successfully finalized in all regions. A total number of 103 female & 45 male artisanal miners were trained from the selected regions: they in their turn will go back to their communities to provide training; and are expected to reach a total of 600 miners. For the small grants, proposals were developed and selected, and the Task Force is using the month of September to deliver the resources to the communities and supervise implementation of the planned activities: they are encountering some difficulties here due to the volatility in some of the project regions. The technical training consultants assessed technical equipment needs in the selected communities: The list serves as the basis for the procurement of equipment by the Project Task Force: this is however facing some delays, due to the complication of getting the technical specifications for the project materials and the time it takes to procure them As it seems unlikely, despite the significant progress, that the procurement of equipment can be finalized before the project closing date, the project is requesting a 6 month extension of the project closing date. For COMPONENT 3: Improvement of Basic Services and Access to Health Facilities; all activities are on track.
