The amount was reallocated to finance additional capacity building for the Economic Development Fund, support needed reform in the communications sector and promote private sector participation in the communications sector. Progress toward achieving development objective(s): Capacity of the Economic Development Fund (EDF) has been strengthened and it should be able to resume its activities of providing technical and financial support to Iraqi Small and Medium Enterprises (SMEs). The two telecom components, establishment of the Iraqi Inter-banking Network and the rehabilitation of the microwave network have been completed and are fully operational. However, with the recent attack on the Central Bank of Iraq (where the Iraq Inter-Banking Network (IIBN) equipment was located), some equipment was destroyed. The team is in the process of assessing the damage. A multi-year budget strategy was introduced in 2010-2012. The 2011 Budget Call Circular was the first to include hard ceilings for spending units. Following the introduction of a new GFS compliant Chart of Accounts in 2007 an Accounting Manual was developed in 2010 to facilitate implementation. As a result government financial reports and audits are being prepared earlier and are more informative and accurate. Incremental improvements in public finance management are leading to better budget execution: from 25-30% in 2006-7 to over 50% in 2008. In 2009 the investment budget is on track for an execution rate of over 70%. Well planned and executed public investment is laying the foundation for improved service delivery and economic reconstruction. The Project also contributed to improved coordination involving key donor at all stages.
