GENERAL PROCUREMENT NOTICE Country: Georgia Project Name: Georgia Relief and Recovery for Micro, Small, and Medium Enterprises Loan No. 9239-GE Project ID No. P173975 Georgia has received financing in the amount of Euro 85,000,000.00 equivalent from the World Bank toward the cost of the project Georgia Relief and Recovery for Micro, Small, and Medium Enterprises (MSMEs), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The Project consists of the following parts: Component 1: Financial relief and recovery for MSMEs Provision of assistance to MSMEs to address the economic shock following the COVID-19 pandemic, through: Subcomponent 1.1. Strengthening of Enterprise Georgia’s Micro and Small Entrepreneurship Support program through the provision of financial support to eligible firms; Subcomponent 1.2. Strengthening of Enterprise Georgia’s program for co-financing of interest payments through the provision of financial support to MSMEs in collaboration with selected Participating Financial Institutions (PFIs); Subcomponent 1.3. Strengthening of Enterprise Georgia’s Credit Guarantee Scheme for the provision of partial credit guarantees to selected PFIs for selected MSME loans; and Subcomponent 1.4. Technical assistance to Enterprise Georgia and MSMEs, to assist MSMEs to adopt managerial, digital, and other practices necessary to better respond to the COVID-19 pandemic. Component 2: Digital payments and financial infrastructure upgrading Strengthening Georgia’s financial infrastructure and increasing the usage of digital financial services, through: Subcomponent 2.1. Establishing an instant payment system, including technical assistance for its development and operations and development of any related infrastructure; Subcomponent 2.2. Establishing an electronic know-your-customer (“e-KYC”) infrastructure and know-your-customer (“KYC”) registry to facilitate identity verification allowing for increased participation of individuals and MSMEs in the financial sector; and Subcomponent 2.3. Improving Georgia’s secured transactions framework, including through enhancements in the legal and regulatory framework for secured transactions, upgrading of collateral registry, and capacity building measures for intended users. Component 3: Project management and monitoring Support Project implementation, management, and monitoring, including activities related to financial management, procurement, environmental and social aspects, evaluation, reporting, Incremental Operating Costs, communication, and outreach. Component 4: Contingent Emergency Response Component Provision of assistance in response to an Eligible Crisis or Emergency. The subcomponent 2.1 of the project, implemented by the National Bank of Georgia, will support introduction of an instant payment system (IPS) to promote more efficient electronic payments. It will include financing investments (including hardware, software, and professional services) and operational costs (including financial audit costs) associated with the infrastructure (including ongoing maintenance) of the system, as well as technical assistance to support outreach and connections of users to the system. . The investment and operational costs of the IPS will also support enhancements to the existing real-time gross settlement system (RTGS) to integrate it with IPS for settlement and liquidity management purposes and also possible upgrades including additional functionalities and message standards which would contribute to boosting the overall efficiency and safety of the Georgian national payments’ infrastructure. Open international competitive procurement will be used for procurement of IPS, on its implementation, licensing and support. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Fourth Edition, November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
