The ISR further records the Project's progress up to August 15, 2021, based on the inputs and reports received from the Project team during the weekly meetings and regular communications. By the indicated date (August 15, 2021), the implementation of several important activities linked to the PDO had been underway, and the project specifically had recorded progress against the following two (out of four PDO indicators as shown in the Results Framework (RF) of this ISR: (a) farmers were using emergency packages of certified seed provided by the Project, and (b) days of short-term labor created. For the rest of the indicators, tangible progress was expected in the next six months. Among others, rehabilitation work on 29 larger irrigation schemes covering 17,047 hectares has started with 10% physical progress reported. The distribution of seeds for the 2020/2021 planting season had been completed. As per the reports, all the target 14,000 MT seed was distributed to around 280,000 households as planned, with some 40,000 farmers' records still to be uploaded on the Kobo system. Furthermore, the production of breeder seed in 10 research stations continued with the project's financial and technical support and it was expected that 90 MT of wheat breeder seed would be harvested in this harvest season. The overall project implementation, however, had lagged moderately behind the schedule and the disbursement rate stood at 14.5%, below the projected rate. This was largely because of the unfavorable security situation, delays in onboarding the project’s key personnel, slow progress in civil works contracts, and in disbursing grants to the Community Development Councils (CDC) for implementing watershed and irrigation subprojects. Corrective measures were agreed upon and the government leadership expressed a strong commitment to implement them.
