The Financing Agreement has been signed by the Bank and awaiting countersignature by the Federal Ministry of Finance, Budget and National Planning (FMFBNP). Component I: Technical Assistance and Support to Implementing Agencies: The project carried-out its first Implementation Support Mission (ISM) virtually and jointly with the Second Africa Higher Education Centers of Excellence for Development Impact Project (Second ACE Impact), and the Africa Higher Education Centers of Excellence Project (ACE1) from July 13-24, 2020. The project Implementation Manual (PIM) is under review to be finalized by September 11, 2020. Component II: Establishment and operating the Centers of Excellence (SPESSCE): All six (6) Centers of Excellence have been established and are steadily progressing towards in readiness for commencement of implementation. Also, certificate programs have been created in (i) E&S assessment, (ii) gender development studies which is a critical issue in Africa, (iii) E&S safeguards and (iv) climate risk management. Invitations will be sent out for candidates to express interest in the programs. Due to the Covid-19 pandemic, universities remain closed to in-person learning. The project responded to this challenge by supporting distance learning to ensure there is continuity of teaching and learning. In this regard, a special COVID-19 task force was created to support SPESSCEs focusing on 5 areas of intervention: (i) connectivity, focused on identifying the needs and resources available in terms of university, student and faculty connectivity (internet access) to ensure continuity of classes; (ii) capacity building, focused on assessing the existing online learning capacity at the Centers and their host Institutions and planning/organizing trainings; (iii) online content and platforms, focused on identifying and liaising with the various content/LMS providers (both free and at cost); (iv) funding, focused on providing guidance on the existing project financing windows and identifying expenditures and activities eligible for COVID-19 response; and (v) communications, focused on raising awareness and enhancing visibility of the Centers’ response. A survey was undertaken to identify the needs, following which a series of 4 capacity building webinars on the use of e-Learning and digital resources were organized, with the objective of enabling the faculty to integrate quality digital resources into their lessons and actively practice online teaching. The Nigerian universities actively participated in all four webinars and represented more than 60 percent (>200+ registered) of the participants for each webinar.
