The Government of Argentina (GoA) requested a project restructuring including a partial cancellation of the loan of US$38 million (65% of its original amount). Key elements of the Project restructuring include: (a) focus investments on the 100 communities already identified to date by the project; (b) strengthen dialogue with Provinces in order to integrate the Integrated Community Planning approach into Provincial level forest law procedures and financing; (c) eliminate or scale down less relevant activities related to communication and training. The related amendment to the Legal Agreement was countersigned by the Goa on November 7, 2019. Project implementation and PDO. The Project Implementation has slightly improved in the last semester. Improving livelihoods for sustainable forest management. As of November 2019, 35 Integrated Community Plans (PICs) have been approved by local environmental authorities, 28 more are under evaluation and 17 more are under formulation. 21 out of the 28 PICs under evaluation are from Santiago del Estero Province, where evaluation process is experiencing some delays. 35 approved PICs contributed putting 119.698 hectares of native forest under management plans, and benefit 1,274 households. Progress is being made in the implementation of approved PICs, which is reflected in intermediate results indicators. For instance, 500 households have been benefited with investments to improve water access; and more than 100 households have been able establish new trade agreements with the support received from the Project, which reflects an improvement in their access to markets. With regards to the transference of capacities to Provinces to support PIC formulation and implementation, the PIU has reported significant interest from Provinces (particularly Chaco Province). Component 2. Information systems for sustainable forest management. The Deforestation Early Warning System and the Second National Forest Inventory continue to progress relatively well. The Early Warning System is operational for the Gran Chaco eco-region and efforts are being made to make provinces use the warnings they receive from the system, and to adjust the system according to local needs. The National Forest Inventory sampling plots are being set up satisfactorily and the information collected for the Bosque Andino Patagónico region has been already analyzed and published. The implementation of the SACVEFOR, however, faces important shortcomings. A technical field visit to some provinces where SACVEFOR is being implemented revealed that only Chaco Province is currently using a system compatible with SACVEFOR to issue timber extraction and transportation permits, while the rest of the provinces still need to make adjustments to SACVEFOR to make it compatible with their own systems or their needs. The Bank's task team will held technical meetings with the PIU to revise and, if necessary, to reformulate the strategy to implement the SACVEFOR.
