The November 2018 implementation support visit noted progress of the High Schools Grants Scheme under Component 1 and Universities Grants Schemes under Component 2. Key indicators including the average drop-out rates, graduation rates and Baccalaureate passing rates in 259 project supported high-schools implementing grants in 2017/2018 are advancing in the right direction. However, the overall Project implementation registered delays in the context of insufficient or late commitment and budget credits allocated to the ROSE in 2018. This is also reflected in the very low disbursement rate that remained at 2.8 percent of the total loan amount (in US$).
