However, there is prospect that farmers in project intervention areas are likely to achieve and even surpass the target of 30 percent improvement in yield. This is because the investments made by the project in water harvesting, small-scale irrigation, drainage infrastructure, and solar-powered pumps, have been completed and when fully utilized, will bring 541 ha (versus the target of 601 ha) of vegetable farms under irrigation and improve water management thereby increasing cropping intensity, stabilizing yield and allowing all-year production. These irrigation infrastructures, coupled with capacity building for about 1,151 beneficiaries on improved vegetable production and post-harvest management and access to quality planting materials, have contributed to the improved yield and would allow farmers to intensify production more efficiently. The level of achievement registered is also related to associated investments on seeds and fertilizer from the MoFA’s Planting for Food and Job (PFJ). Similarly, the project has largely achieved the objective of improving market access. As a result, the percentage of sales to the high-value market, some of which included export (defined as sales to off takers with links to the supermarket and hospitality supply chains), stood at 33.5 percent compared to the target of 40 percent (13.5 percent increase over the baseline figure). In addition, the facilitation of commercial partnerships and off- take arrangements between the seven Productive Partnership Entrepreneurs (PPEs) and Water User Associations (WUAs), which provided an assured market and construction of vegetable packhouses, which reduced post-harvest losses from a baseline figure of 16 to 6 percent, have all contributed to increased market access. The registered increase in productivity and improved market access have, on average, increased beneficiaries’ income by 14 percent over the baseline figure. Also, the project reached 1,151 beneficiaries, exceeding the end target of 900. The absolute number of female beneficiaries reached by the project (430 females) was higher than the appraisal target of 360. However, in terms of percentage of the total beneficiaries, 35percent were women compared the 40 percent target. The project has fully disbursed the signed amount of US$2.85 million. Despite late startup of project activities, the quick turnaround in project performance in the last 6 to 9 months were due to: (i) completion of most of the irrigation infrastructure and intensive training program that leveraged capacity within the District Department of Agriculture; (ii) supply of improved seed and land and seed bed preparation; (iii) additional support from PFJs; (iv) short production cycle for most of the crops grown that ranges from 6 weeks to 90 days; and (iii) farmer’s initial endowment related to vegetable production experience and beneficiaries actual baseline that is better than appraisal estimate. For example, at appraisal, post-harvest losses were estimated at 40 percent and was confirmed to be about 16 percent during implementation of the baseline study for the project; suggesting the situation has improved since appraisal. With respect to operational efficiency, the project completed all planned activities and within available budget.
