A full field review is scheduled for mid October, 2014. The project became effective on March 26, 2014 following the completion of the government's ratification. The project was off to a good start by a project launch event organized by the Ministry of Education and Science (MOES) and attended by government agencies, local government officials and stakeholders. Since the project launch, The MOES's Project Coordination Unit (PCU) began the procurement process to advance technical assistance, training and development of textbooks. Consultants for textbook development, teacher training and introduction of Per Capita Financing (PCF) were employed to advance these activities. To date, the field trial of textbooks for grade 4 has been completed with the textbooks approved by the Kyrgyz Academy of Education. The printing and delivery of the textbooks are under contracting. Implementation guidelines for rolling out the PCF have been developed with initial training conducted. This was part of the communications to reach out to stakeholders and solicit support for the reforms to be implemented. With the first round of procurement of goods completed, the credit and grant disbursement has reached US$1.2 million within the short period since effectiveness. The PCU has been working closely with the operational departments of MOES. As the new school year advances, project implementation of all components is expected to intensify in the coming months.
