Bank assistance will consist of individual lending operations to the Bank's OECS borrowing members of Dominica. Grenada, St. Kitts. St. Lucia and St. Vincent focusine mainly on enhancement of airport and seaport securiry, and financing of critical imports. Antigua. Xwill be supported through a separate project from CDB. The development objectives of the five Bank operations (hereafter called "projects") will be: (ii to help safeguard and maintain the productive capaciry of their tourist sectors in the aftermath of the September II terrorist attacks in the U.S; (ii) to enhance securit) at key airport and seaport facilities in line w% ith emerging international standards with the aim of preventing further acts of terrorism and safeguarding the sub-region's image as a safe tourist destination: and tiiii to strengthen the countries' institutional capacity to adopt. develop and implement security plans. procedures and measures as mandated by international civil aviation and maritime transport regulatot) agencies. Project Description (From PDS) The Bank operations will be implemented o'er a period of approximately three years and will finance the following components: Component 1: Critical Irnports i USS6.0 million) This component would finance one critical import. low sulfur diesel fuel for electricity generation. which is critical to maintain economic activity in the tourism industrv. The inclusion ot this sole import is based on an assessment of each country's monthly import bill and review of satisfactory procurement practices. Component 2: Airport and Seaoort Securitv Enhancement (USS15.5 million) This component would finance the physical and technical resources necessary for national port and aviation authorities. as well as individual air and seaports. to upgrade security arrangements at kley facilities and meet relevant international regulations. It would include: (a) civil works to upgade perimeter fencing and ensure secure access to key facilities; (b) equipment. including communication. passenger and luwazc screening and identification (badge) systems: and (c) technical assistance and training to develop and implement security programs. emergency and contingency plans at airports and ports. crisis management, passenger and luggage screening. etc. in line with emerging international security regulations. Component 3: Implementation Support (USSO.9 million) This component would finance technical assistance and additional operating costs which the existing Project Coordinating U'nits will may require for project management and implementation.
