All of the outcome indicators in the Policy Matrix have been met or Public Disclosure Copy exceeded: i. DILG has supported the establishment of functional DRRM units or offices in eighty (80) provinces, vis-à-vis the target of 14 provinces. ii. NDRRMC has developed the Project Monitoring and Evaluation System for DRM (PMESD) to track disaster-related financing, and updated guidelines on the use of Local Disaster Risk Reduction and Management Funds (LDRRMF) have been issued (DILG Memorandum Circular No. 2012-73 , Commission on Audit Circular No. 2012-002 , and Joint Memorandum Circular No. 2013-1 issued by the NDRRMC, DBM, and DILG ). iii. NDRRMC has rolled out training programs for government authorities to conduct post-disaster needs assessments and multi-sectoral emergency preparedness drills. iv. Seventy-two (72) provinces have mainstreamed climate change adaptation and disaster risk reduction measures into their approved Provincial Development and Physical Framework Plans (PDPFP), against the target of 30 provinces. v. Disaster risk reduction measures have been mainstreamed into three sectors: health, transport, and social development: • Health: DOH expanded coverage of its Safe Hospitals Program by assessing 199 hospitals in Luzon, exceeding the target of 100 health facilities. • Transport: The Department of Public Works and Highways (DPWH) retrofitted and/or reconstructed 10 bridges in Metro Manila. • Social Development: Government community development and social protection programs have been enhanced to better address disaster risks. The Department of Finance has developed the Disaster Risk Financing and Insurance Strategy for the Philippines and is launching its implementation with support from the Bank via DFID grant funding. It further clarified provisions in the DRRM Act regarding the establishment of a trust fund for unspent LDRRMF proceeds that may accumulate over 5 years. These guidelines enable LGUs to provide budgets for their DRRM plans, and account for these budgets in accordance with government rules and regulations. The Project Monitoring and Public Disclosure Copy Evaluation System for DRM (PMESD) was developed and the training workshop for theOffice of Civil Defense (OCD), its user and beneficiary, was held in February 2014.
