The leadership of Economic Affairs Division is commended for their critical coordination role in deployment of fourteen One-Stop-Shops (OSS) despite the complex nature of the project and adverse situation on ground. As a result of successful operationalization of all existing OSS and efforts to expedite delivery of benefits to the returning population, the project has resulted in provision of support to 327,947 TDPs with the Livelihood Support Grant (LSG) (81% of the caseload) and 360,137 families with children between 0-2 years of age for Child Wellness Grant (CWG) as of February 21, 2019. 4/15/2019 Page 1 of 6 The World Bank Implementation Status & Results Report FATA Temporarily Displaced Persons Emergency Recovery Project (P154278) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Substantial Substantial Substantial Macroeconomic Moderate High High Sector Strategies and Policies Moderate Moderate Moderate Technical Design of Project or Program High Moderate Moderate Institutional Capacity for Implementation and Sustainability Substantial Substantial Substantial Fiduciary Substantial Moderate Moderate Environment and Social Substantial Moderate Moderate Stakeholders High Substantial Substantial Other High High High Overall High Substantial Substantial Results PDO Indicators by Objectives / Outcomes Support the early recovery of families affected by the militancy crisis and promote child health IN00679215 ►Beneficiary Families of Early Recovery Package (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 288,845.00 327,947.00 260,000.00 Date 31-Aug-2015 30-Aug-2018 21-Feb-2019 30-Jun-2020 IN00679216 ►Number of families with children aged 0-24 months attending child health awareness sessions (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 255,835.00 360,137.00 240,000.00 Date 31-Aug-2015 30-Aug-2018 21-Feb-2019 30-Jun-2020 IN00679217 ►Number of fully functional One-Stop Shops with access to MIS (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target 4/15/2019 Page 2 of 6 The World Bank Implementation Status & Results Report FATA Temporarily Displaced Persons Emergency Recovery Project (P154278) Value 0.00 15.00 15.00 15.00 Date 31-Aug-2015 30-Aug-2018 21-Feb-2019 30-Jun-2020 Overall Comments PDO The Project has overachieved almost all of its results for the current FY. ERG: 241,998 TDPs received the ERG grant payments. So far only 188,988 cases have qualified for reimbursement. Payments of both the transport and recovery grants are still ongoing. LSG and Child Wellness Package: The project demonstrated impressive and steady progress by processing 327,947 cases for LSG (81% of the caseload) and 360,137 eligible beneficiaries for CWG. Project implementation has exceeded expectations, however, as LSG grants reach their saturation point, implementation against this component is expected to continue slowing down. Progress against the CWG component has remained strong largely due to the collective efforts made by EAD, NADRA, DoH, FDMA and the Communications/Mobilization firm. Increased uptake of immunization services (93.7% of the families opted for vaccination) is a major achievement of the project team. While progress has exceeded expectations, the project team plans to intensify targeted campaigns to promote attendance of second and third health awareness sessions. Following the provision of refresher trainings to LHVs and technicians deputed to each OSS in October 2018, data quality standard for screening have also improved dramatically. The mission noted that large numbers of complaints had been rejected in the system due to errors or improper assignment of responsability. It is recommended that NADRA provide refresher trainings to the team at GR counters and the call center. It was agreed that the project team analyses the complaint portal and recommends simplifications to the data entry forms where possible to minimize these errors by April 30, 2019.
