The Nigerian Minister of Finance signed the BESDA Financing Agreement on September 29, 2017. The Nigerian Ministry of Justice has not yet issued its legal opinion, so that BESDA is not yet effective and implementation has not begun. The indicator should provide the value for basic education, so both primary and junior secondary schools. This indicator needs to be separated out by state and urban/rural. Currently, data are available by state, but not by urban/rural within the state. All necessary data for completion of this indicator are available in the raw data of the Annual School Census, and the team is working on obtaining and analyzing those raw data. This should be completed by the time of the next ISR.
